Guwahati, July 29 2009:
The Guwahati High Court today directed the Centre to pay compensation to families of the four youths, who were killed in Army custody in Assam&aposs Kokrajhar district.
On a writ petition, a division bench comprising Justice Ranjan Gogoi and Justice U C Upadhya directed the Union Government to pay compensation of Rs 3.50 lakh each to the respective heads of the families of four boys who were killed in Army custody on May 21, 2003 at Basugaon.
The four boys-- Mankeswar Basumatary, son of the writ petitioner Hasa Basumatary, Danswarang Basumatary, Philimon Campramari and Kishore Narzary-- were picked up by the Runikhata Army Camp personnel on May 19 on suspicion that they were militants.
Their bodies were later handed over to the Runikata police outpost on May 22, 2003 .
The Union government respondents claimed there was an encounter with the youths at Tukribasti on May 21 where the four were killed.
The High Court order was based on the inquiry report submitted to it by the Kokrajhar district and session
judge.
