Imphal, July 23 2009: Drawing the attention of the Chief Minister, who is also in charge of Home, through a call attention motion in the Assembly session today, Opposition MLA O Joy said police investigation into a land dispute case, that resulted in human casualties in Mayang Imphal Maibam was not satisfactory and smacks of partiality.

Chief Minister O Ibobi Singh, however, denied any partiality on the part of the police in dealing with the case and maintained that since the main accused, identified as W Ibomcha, has been arrested, the truth of the matter would come to light.

Raising the call attention motion, O Joy pointed out that the petition over ownership of the paddy field had been defeated in the Court following detection that the signature of one Ithoi had been forged.

However, after the case has been defeated, a group of people came and attacked the persons who were working in the paddy field, he said.

The police have not yet recorded the statements of Lamachaobi, Ibomcha and Chaobi who sustained injuries in the attack nor any suspect arrested in this connection.

So the conduct and the investigation of the police is not satisfactory, Joy said, while observing that it may become a serious law and order problem if no efforts were made to subside the tense atmosphere prevailing in Mayang Imphal area.

The role of Mayang Imphal Police in the case is something that the House should investigate into, Joy added.

In his response, the Chief Minister said the main accused behind the attack identified as W Ibomcha has been arrested and there is suspicion that the attack may have been carried with in connivance with some anti-social elements.

He further informed the House that a case has been registered and the arrested Ibomcha remanded to police custody after producing in a court for further interrogation till July 27 .

Since the main accused is in police custody, who else are involved in the attack and the motive behind it would be known, the Chief Minister said, adding that efforts are also being made to arrest another accused identity as Joykumar.
