The Manipur Human Rights Commission has decided to issue warrants against the SP Imphal West and the OC of Imphal West commando, for their failure to show up and give statements about the July 23 incident.
Speaking to media persons at its office at Lamphelpat this afternoon, MHRC member RK Rajendra said that warrants would be issued against the SP and the OC under the Protection of Human Rights Commission 1993 Writ Rule and Other Rules 16, in case the two police officers fail to present themselves at the office of MHRC and give their statements by October 9 .
The matter has been intimated to the Chief Secretary and the Director General of Police today itself, Rajendra said.
Demanding that the Government should provide interim relief to all those who sustained injuries in the July 23 firing, Rajendra said that extension of interim relief to people injured in such incidents was a common practice in other States.
The MHRC would take up necessary measures to avail interim relief to the injured victims soon, he said.
Although the two police officers failed to show up and give their statements, police have submitted a report about the incident to MHRC.
According to the report, the bullet that hit Rabina was fired by Sanjit.
This was contradictory to the medical report which said that the projectile that hit Rabina was rifle bullet.
Because of such contradictory reports, the MHRC has decided to take up a case on Sanjit.
The police report was vague about the 9 mm pistol recovered from the encounter site.
It did not mention from whom the pistol was recovered, Rajendra said.
As per the police report, Sanjit ran inside Maimu Pharmacy near Gambhir Singh Shopping Arcade after running for 300 metres.
The police party surrounded the whole complex and entered Maimu Pharmacy under the command of Inspector Devendra.
The Rifleman Ng Toyaima went inside and knocked the door at which the door was flung open and Sanjit opened fire towards the police team.
Sanjit was shot dead in the retaliatory fire inside Maimu Pharmacy.
One 9 mm pistol was found clutched in his hand, said the report.
