In connection with the inquiry into the July 23 Khwairamband Bazar incident, Manipur Human Rights Commission (MHRC) in its proceedings today issued summon notice to SP Imphal West, Officer in-charge of Police Commandos to appear in person before the Commission on September 29 to give the identities and particulars of all the police witnesses who were on duty on that particular day.
Issuing the summon notice under the relevant provision of Section 13 of Protection of Human Rights Act, 1993, the Commission observed that it should be the duty of the SP Imphal West to give the identities and particulars of all the police witnesses.
In another summon notice, the Commission asked the Director General of Police to furnish the information he forwarded to the then Assembly session regarding the incident and give the reasons as to why no response was given to the Commission in spite of repeated reminders and notices.
Furthermore, the Commission has ordered sending a copy of the today's proceedings to the Chief Secretary of the State for his advice to the DGP in this regard.
In the proceeding of the Commission today, the complainant was presented by its counsel.
However, all the witnesses of the Police Department were absent.
