New Delhi, September 21 2009: The country's top two political formations�NDA and UPA�may soon have to run for cover to shield themselves from the heat generated by former governor Ved Marwah's book, India in Turmoil, which will be released here on Monday.

The former Delhi Police chief, who also served as governor in Manipur, Mizoram and Jharkhand after retiring from service, has come out with damning revelations about political leaders hailing from the two leading alliances.

He accuses some "bigwigs" in the NDA government of having bombarded him, during his tenure as Manipur governor, with requests to favour a Mumbai-based business tycoon in an online lottery deal.

The then NDA government, he contends, was upset with him for cancelling a contract signed by the Radhabinod Koijam-led government with a prominent business group from Mumbai, for which no tender was floated.

"There was a spate of calls from Delhi, including from some bigwigs as to why I had cancelled this contract.

I patiently explained the facts to each one of these luminaries, but it was obvious they were unhappy," the former Delhi Police chief says in his about-to-be released book, excerpts from which were given out by a news agency on Sunday.

"Overnight, I became a persona-non-grata in the corridors of power in Delhi and all because of taking a legally and politically correct popular decision.

As it became public knowledge in Imphal that the Centre was annoyed with me, my credibility in the state took a nosedive,'' Mr Marwah allees in the book.

He also pointed fingers at a former chief minister of Jharkhand, hailing from the saffron stable, of having floated a transport company in his wife's name and securing contracts worth crores of rupees from a reputed industrial house, which had a land-lease dispute pending with the state government.

The former Delhi Police commissioner does not spare the UPA either, maintaining that a former union minister in-charge of the North-East region had come to earn the sobriquet "India's Mr 10 per cent" by the people there.

He also describes how in one project in Manipur, the entire corpus worth crores of rupees had been misappropriated by "corrupt politicians and administrators." When asked if the minister was from the NDA government, he said, "He was from the UPA government".

Mr Marwah, in his book, also comes out with a first-hand account of the "mess-up" of the Rubaiya Sayeed kidnapping case in 1989, when the government at the Centre was led by the late V P Singh.

He describes how, as the Director General of National Security Guard, he was sent to take a commando team to Srinagar by a special plane, along with current National Security Advisor M K Narayanan, to rescue her.

The Intelligence Bureau, then led by the present NSA, did not have any clue about her whereabouts, he points out in the book.

"The abject surrender of the Indian government led to a full-fledged terrorist movement in J&K.Not learning any lesson, the mistakes were repeated in the Dorraiswamy kidnapping case in 1991," he adds.
