Imphal, October 15 2009: The Chief Judicial Magistrate, Ukhrul district has directed the district police concerned to register an FIR case against the then Deputy Commissioner of the district and investigate into the alleged charge of his involvement into the murder case of SDO Th Kishan of Kasom Khullen and his two sub-ordinate staff in February this year.

Mention may be made that SDO Kasom Khullen, Dr Thingnam Kishan and his two sub-ordinate staff, Mandal, Y Token and driver, A Rajen were kidnapped by the cadres of the NSCN(IM) from near the DC, Ukhrul office and later found murder brutally under the Lukhrabi Bridge in Senapati District.

Briefing media persons today, advocate Khaidem Mani informed that the CJM Ukhrul gave the ruling in a case filed by the father of Dr Kishan, Surendra on October 13 last.

Advocate Yumnam Devdutta and advocate L Arun were the counsel of the petitioner.

The father of Dr Kishan, Thingnam Surendra filed the case against the then DC, Ukhrul, Pankaj Kumar Pal, IAS, Manipur-Tripura cadre who has been placed under suspension in connection with the sensitive murder case.

He further alleged that state chief secretary clear off Pankaj without knowing his whereabouts.

In the petition filed under section 190 of IPC and section 156 (3), the petitioner prayed the CJM to direct the Ukhrul police station to investigate into the whereabouts of Pankaj Kumar Pal and other who are still at large in the murder of three government employees and initiate appropriate action against them under the relevant sections of the law govern the case.

Advocate Khaidem Mani recalled the investigation report on the case and said before the SDO and his two staffs were kidnapped by the miscreants on February 13, Kishan met with the DC, Pankaj Kumar Pal at about 12.30 pm.

Then they took road from DC office complex to Kasom Khullen toward Hundung Junction.

Even though the DC aware of kidnapping the SDO and along with his accomplices, he did not passed the information to police or to the state government authority.

NSCN (IM) had even claimed of involvement of the DC in the conspiracy while admitting that one self style colonel Ningshen of the outfit and other kidnapped and murder the SDO and his sub-ordinate staffs.

It is pertinent to mention that CBI had taken Ningshen into their custody after the National Socialist Council of Nagaland Isak-Muivah (NSCN IM), handed over to the government.

Surendra in his petition alleged that even after eight month has passed, no visible action initiated against the suspended DC, Mani informed adding that the order of the CJM has been furnished to the Ukhrul Police Station.

If the police failed to take up necessary action in response to court's directive initiated, further necessary steps will be taken up till justice is deliver into the case, Mani assured.

The convener of JAC formed in connection with the brutal murder of three government employees, chairman, S Tikendrajit, convener Brojen Sinam, advocates Devdutta, L Arun and younger brother of Dr Kishan, Roshan also attended.

Roshan said, they have tried to find out whereabouts of the suspended DC even by taking the help of RTI but except that he has been suspended from the service.
