Young Lawyers' Forum, Manipur has decided to approach the Governor and Chief Minister to take up necessary action to terms of reference for the judicial inquiry to be constituted by the government to probe the 'extra-judicial killing' of July 23. The decision comes after taking serious note over the 'daily extra-judicial killing affairs,' at its executive meeting on August 29, a press statement issued by the YLF president, M Jagajit conveyed.
Among others, the terms of reference demanded by the YLF include to seek details of inquest held under Section 174 CrPC and report of apparent cause of death submitted into the killing by state forces/state police in alleged encounters during 2008-09 upto July 23 incident.
To seek the reasons if there is no such case.
To seek details of post mortem conducted on the dead bodies killed in such encounters and details of any forensic examination, details of the weapons allegedly recovered during alleged encounter and manner of their safe custody and details regarding sending them to experts for their opinion, and the reasons if there is no such procedure.
It also decided to inquire about details of disposing dead bodies wherein family members refused to accept them in encounter killings, details of incentives given to police personnel who took part in encounter killing, details of meritorious services performed by the members of the state police for getting police medal for gallantry announced on August 14.The LYF further decided to inquire who are responsible for the lapses.
