POLICE officers alleged failure to appear before the independent enquiry commission on July 23 shooting incident and alleged verbal attack by two MLAs of ruling Congress has been matter of concern to the Manipur Human Rights Commission.
Taking serious on the indecent dealing by two MLAs of ruling Congress towards one of its members', Manipur Human Rights Commission' Monday re solved to put up the matter to the level of the President of India and state Governor in a seating of the commission today.
The commission also noting down the matter, Imphal West SP, Additional SP and Officer in-Charge of the police commando refusal to appear before the commission and give their statements with regard to the July 23 shooting incident discussed thoroughly and decided to issue warrant on them.
The commission would informed the DGP to arrange for translating the warrant to be issued if the police offic ers failed to turn up on October 9 which the commission asked them once again to appear before the commission and give their statement on July 23 shooting incident at Khwairamband Bazar, commission member RK Rajendra said.
The seating of the com mission held today also re solved to put up question of privilege against two MLAs, Th Nandakishore and E Dwijamani, both of ruling Congress who blamed a member of the commission, Ng Nongyai at the gathering at GM Hall on the occasion Gandhi Jayanti (October 2). Commission member who attended the function as government invitee was told of displeasure on doing things against the government.
The two MLAs told of the member forgetting that members of the commission were appointed by the ruling government.
The matter apparently linked with the refusal of the commission to discontinue its independent enquiry on "the July 23 shooting incident that claim life of two people and injuries to five others which government had recently asked to stop citing the needless of the inquiry as government has already order judicial probe.
The same was rejected by the commission and the commission is going ahead with its inquiry.
The dealing of the two MLAs hurt the prestige of the commission member and the commission considered it as assault to the commission as a whole.
So, we will put up the matter to the President of the country and Governor of state as well, commission member RK Rajendra speaking to media after the seating of the commission said.
The seating also discussed seriously on the non-co-operation of the state police in the inquiry conducting by the commission by not responding to the summoned notice served to the Imphal west SP, Additional SP and OC of the Imphal west police commandos to give their statement on the sensitive July 23 shooting incident.
"We have sent summoned letters several times, the last time being on September 24, but they failed to turn up to the commission' and give statement," Rajendra said informing that the commission decided to asked the DGP to issue warrant to the commission if they fail to appear to the commission next time.
The commission had served summoned notice to the three officers to appear before the commission on October 9. DGP has been asked to arrange for issue of warrant to the officers today, Rajendra informed.
