Imphal, December 17 2009: While informing that a total of about 260 people have been allegedly killed by the security forces in the state of Manipur in the year 2009, Kranti Chatanya, general secretary of Andhra Pradesh Civil Liberties Committee (APCLC) and also organizing secretary, Confederation of Democratic Rights Organization (CDRO) accused the State Government of Manipur for not having registered even a single case with the State Human Rights Commission despite the fact that the National Human Rights Commission (NHRC) had issued guidelines in the year 2006 to register any extra judicial killings or any killing by security forces .

He added that the State Government requires to register a case with the State Human Rights Commission in this regard.

The five-member CDRO team is in Imphal today in a four-day visit to the state in their 'fact-finding' mission on the rampant reports of extra-judicial killings in Manipur.

CDRO is formed by 19 civil organizations for Human Rights across the country.

The CDRO has formed a team comprising of 15 members for visiting the North-East region.

Out of the 15 members, five members are now visiting the state of Manipur.

While demanding to repeal Armed Forces Special Power Act (AFSPA-1958), National Security Act (NSA), the general secretary also asked the Government to release the people who were arrested under NSA Act when they were agitating in a democratic way in the wake of July 23 shootout at Imphal.

Lambasting the State Government of setting up of one man-inquiry commission on the the July 23 'fake' encounter incident of Imphal, Kranti Chantya stated that such inquiry is just an eye-wash to the people of Manipur.

The CDRO members then criticized the Government for putting up a case against the Manipur Human Rights Commission (MHRC) while conducting inquiry of the July 23 incident of Imphal.

The Gauhati High Court, Imphal bench had therefore issued a stay order to the inquiry of MHRC.

The people of Manipur have more faith in the inquiry conducted by the MHRC than the Government's one man commission judicial inquiry, the CDRO members said.

However, the MHRC inquiry was prevented as the Government did not have answers to the questions put up by the MHRC, added Kranti Chantya.

He demanded the Government to withdraw the stay order of the MHRC inquiry.

Terming the Government of Manipur as undemocratic, the CDRO members pointed towards the manners of state security forces and stated that they are habituated in alleged extra judicial killing.

The Government instead of penalizing the security forces involved in the killings of the innocent people, they are being protected, alleged CDRO leader Kranti Chantya.

Expressing discontentment over the apathetic attitude of the State Government regarding the July 23 incident, the CDRO members stated that no concrete action has been taken up by the Government except suspending some of the police personnel involved in the July 23 shoot-out of Imphal.

The accusation of the Chief Secretary of Manipur to the people of Manipur for the ongoing class boycott is very disappointing, lamented the CDRO general secretary.

Meanwhile, the CDRO team demanded the Government to compensate all the medical charges of the two people injured in the alleged indiscriminate firing of December 4 at Khuroipok village in Ukhrul district.

They also expressed deep concern for the children of the Khuroipok village who were under trauma following the firing by the security forces in the village.
