The fall of the Chikims in Manipur legislative Army's wargame

With the end of the 9th Assembly election, 2007, a new beginning of an apprehensive, if not uncertain, political future has just begun.

And just because the INC have secured a near absolute majority with a half dozen coalition partners does not mean that there would be a more stable and progressive Govt in Manipur.

It is the professional and moral characters of the elected representative who run the State administration that really counts: the opposition party being the ever watchful watch-dogs, or aren't they? And if the new O Ibobi Govt were to follow the blundering foot-steps of the previous Administration without a tactically sound fresh battle-order, there would be more volatile law and order problems with much higher rate of corruption.

Worryingly, the new ministry set up by the Congress-I is more or less like the same sham shambling Ibobi Administration which shook, shove, push around and bled the State of Manipur for the last 5 tamultous years' period.

Of course, no other State Govts could be termed as 'much better' socio-politically, though they had more authority in both the hill and valley areas alike. But the newly elected MLAs, especially the Cong-I and some independent legislators, charged their way through sheer money and muscle powers with M-16/AK Diplomacy.

Indeed, almost all elected candidates were arguably backed by some 'armed NGOs' as a matter of reciprocal survival alternative policy.

Nowadays, mere words don't really talk, but money clearly talks but guns talk louder than any soundest politico-diplomatical ideas ever written or spoken. The dreaded politicalised insurgency movement and the tragic revolutionalised armed political system have raised their ugly heads with a probable smile in Manipur.

It seems some leaders from some unexpected corners with some myopic ideas have somehow lost their honour, dignified loyalty and patriotic duty somewhere along thickly laid 'cash-covered' route(s) to someone's traps.

All these revolutionary leaders who trapped some rich and influential political leaders for double-incentives have actually been unwittingly entrapped their very own respectable armed UG outfits for a handful of crisp banknotes. This is the saddest chapter of the otherwise a unique 'public-friendly' insurgency movement in modern history.

Individuals or not, various armed UG militants' local commanders 'proudly' supported all hawkish political leaders who unethically stooped and beg to conquer at any cost, with moneyed-understanding with some influential state law enforcement agencies, especially with junior field officers.

Most unfortunately, even the central paramilitary forces remained 'neutral' or backed-off due to fear on numerical inferiority and psychologically exeggerated threat perceptions, dishonourably in 20 to 25% polling stations.

But more shockingly, repeated emergency back-up calls were either ignored or simply failed to be responded by the Army/AR QRTs (quick reaction teams) as officially planned. And more surprisingly only the nearest local police teams acknowledged the Defcon II (Defence Condition) but only after 40 to 45 minutes late for their safety too. Armed with assault, automatic and INSAS rifles, plus MMGs and Mortars, in combat dresses, the dishonourable fear-psychosis combat attitudes shown by some CRPF/ BSF units were quite outrageous.

This is the undeniable reason (as to) why the 3 or 4 almost triumphant candidates lost their contests by allowing booth/EVMs capturing or snatching for repollings and securing 95% of votes cast by 2 or 3 'Agents'. Atleast 5 favourite candidates had to painfully bow out due to unlawful activities, with threatened presiding officers (POs) signing under duress with fearful paramilitary NCOs and JCOs authenticating the 'peaceful endings' and for unlawful repollings ordered by DCs, POs with 'coerced CRPF/BSF polling stations' commanders. It's just disgusting, despicable, and open signs of field cowardices Period. Unbrelivable as it might be, it did happen.

Now that a new ministry is on the making, there is no use crying over the spilt milk. When monies and weapons prevails over the citizens opinions, there is nothing much to write home about the expected end results; based on the means put into action-station.

But the real insight accounts provided by patriotic voters and reliable citizens, there existed a shocking pre-poll activities amongst CHIKIMS community's would be puppet legislators whic defies an absolute socio-political norms. As many as 4 or 5 favourite heavy-weight candidates had been stunningly 'pull down' line, hook and sinker by friendly youths and treacherous self-appointed non-political clan elders.

The legendary words of Lord Horatio Nelson exhorting 'England expects everyone to do his duty', have been literally reversed by CHIKIMS youths and socio-political leaders. Lord Nelson lost his eye, arm, leg and finally his own full life to lay down the foundation stone of 250 years British Empire with patriotic British seadogs and seedy commanders.

Lord Nelson and Sir Francis Drake had never ever gone over to Spanish Kingdom or French Naval Hq to win the mighty enemy's favours. No, nay both of them never cross the English Channel to seek tiny treacherous assitances. Treason, anti-national and corrupted activities had and still have been a socio-politico-military crimes of the highest degree.

The inexplicable fall of 5 sitting MLAs and former Cabinet Minister and 3 former Ministers from the CHIKIMS community, who definitely would have been given senior Minister posts has been great loss in general political point of view. Just only two CHIKIMs ex-Ministers from the ruling Cong-I party have been relected, instead of atleast 7 big-shots which otherwise would mean the first finest socio-political hours for the CHIKIMs.

All other CHIKIMs MLA elected by sheer money and intimidating abstract powers are from the more toothless opposition parties. Truthfully speaking, all the CHIKIMS MLAs who defeated the now mighty Cong-I candidates would be as powerful as Municipal councillors and MDCs since they have no way to share the ever larger amount of diverted funds and the non-stop big time monetary grants from the charitable funds and the non-stop big time monetary grants from the charitable central Govt.

Being on the wrong side of the Ruling Administration, they have just their local area development funds (LADF) to regain their large campaign monies and, of course, have to pay off their mighty backers regularly. There will no share for their ardent supporters and voters.

As an opposition MLA, there also shall be no share for special grants and aid. However, the fault for this tragic impasse cannot be sole attributed to CHIKIMS voters; in fact, it is the trusted agents and the 'intimidating backers' who had not courageously and responsibly done their expected duties as presumed or expected.

It is most unfortunate that some CHIKIMS candidates reportedly went all the way to Camp Hebron (Nagaland) for a few votes in one A/C. Forget about Dimapur's Camp Hebron, the previous MLA of 46th Saikul A/C, Pu C Doungel got himself elected 4 times in a row without even visiting Mount Koubru, Sadar Hills.

Many common voters sold themselves out and some armed backers oversold themselves and some candidates failed to read the ground situation only to fall like nine-pins. Well, the losers can take heart by reading Gen Sir William Slim's victorious counter-offensive (WWII) book, 'Defeat into Victory, Lt John F Kennedy's 'Profile in Courage', and Niccolo Machiavelli's 'The Prince and the Discourses', like a broken-hearted lover contemplating what really went wrong, and how to win back the lost love.

Nothing lasts forever. There is always next time and always a room to improve, God willing.
