Resolution passed by the collective of civil societies and individuals on the occasion of the Public Meeting on Indian State's War Game in Manipur.
A Public Meeting on Indian State's War Game in Manipur was held today i.e. Thursday, the 15 July 2010, under the initiatives of the Manipur Students' Association Delhi (MSAD) at Indian Social Institute (ISI), Lodhi Road, New Delhi from 2.00 Pm. to 5.00 Pm.
The meeting was attended and addressed by representatives of several civil society organizations and democratic rights activists.
The meeting deliberated on rampant human rights violations and repressions upon civil rights activists by the Indian State in the name of maintaining law & order and national security. Such repressive situation has restricted free expression of political ideology and democratic aspiration. Under such circumstance, the political aspect of the Indian democracy has been confined to the free exercise of power by the totalitarian regime that does not work towards welfare of the common people and popular sovereignty.
The meeting resolved to show solidarity to the ongoing democratic struggle of the people of Manipur against state terrorism and passed the following resolutions:
1. The meeting upheld human rights and condemned violation of human rights in any form both by the State and non-state organizations while carrying forward their respective policies.
2. The ongoing suppression of democratic rights, suppression of democratic movements, intimidation upon and killing of democratic activists and civilians by the State expose crisis of Indian capitalism. The repressive character of the State raises serious doubts about Indian State's sincerity towards addressing political and economic questions for a peaceful and democratic solution.
3. There has been interplaying of various processes of the raise to the power of exploitative regime, privatization and corporatisation of productive sectors including natural resources, increasing mechanization of militarization and State terrorism in the process of impoverishment and displacement of peasants (including adhivaris) and workers; and suppression of democratic movements.
4. The genesis of human rights violations by the State in Manipur can be traced in the systematic political subjugation of the nationalities in the Indian sub-continent. We demanded that; (a) the Armed Forces Special Powers Act 1958 that authorises the armed personnel to kill civilians with impunity must be repealed and guilty personnel must be punished, and (b) the Restricted Area Permit 1958 that isolated Manipur from the rest of the world must be repealed.
5. Although, the fundamental question of defending human rights in Manipur had to be addressed by taking due cognizance of the peculiar condition of the nationality movement prevailing in Manipur; the people of Manipur who are working for their democratic rights had to work in coordination with other democratic forces in India who are working towards creating an India free from any form of exploitative regime.
6. The meeting resolved to take into consideration that democratic organizations must come together for common cause against common threat to their respective political existence.
