On arrest of RK Meghen @ Sanayaima, Chairman, UNLF and AFSPA

A team of BJP, Manipur Pradesh led by Laimayum Bashanta Sharma, Secretary, Media Affairs, BJP, Manipur Pradesh submitted a report on arrest of RK. Meghen @ Sanayaima, Chairman, UNLF and AFSPA to top brass of the Party leader at New Delhi today for raising the issue in ongoing Parliament session. The text of the report are as follows-

The Arrest of Shri R.K. Meghen @ Sanayaima, Chairman, United National Liberation Front (UNLF) a prominent underground organization of Manipur on 29th Sept. 2010 by a combined team of Bangladesh Security and Indian Intelligence Wing (RAW) in Bangladesh and so said to be brought to India and his undisclosed where about has become a serious public issue in Manipur.
Prominent civil organizations including All Manipur Students Union (AMSU) and Human Rights bodies have started continuous movement demanding and pressing the Govt. of Manipur and India to disclose the exact whereabouts of Shri R.K. Meghen and details of his arrest. The movement is to continue till the disclosure of his whereabouts by the Govt. of India.
There is no isolation of public opinion of his being the leader of an underground organization. Public opinion supported the view that Meghan is a citizen of India and if really arrested, his where about should be known to the people and also he should be tried by the law of the Country and allowed to enjoy the fundamental rights of a citizen as guaranteed by the Constitution of India.
In view of existing situation and massive upraise, BJP, Manipur Pradesh cannot remain as silent spectator and compelled to raise the issue. Hence, we have decided to urge the Central leadership to raise the issue inside and outside Parliament preferably during this current session of Parliament. This will have political benefit in the party organization.
Absence of the party in the issue will give adverse impact. Local and National Newspaper and AIR, Imphal published a news item that Shri A.B. Burden, National Gen. Secretary, CPI pressed the CPI leaders of Bangladesh to enquire into the arrest of R.K. Meghen in Bangladesh and intimate to CPI India Office to inform the status report of R.K. Meghen.
Accordingly, CPI Bangladesh had informed that Meghen had been brought to India, the news further said. As such, BJP National leaders should take up timely action in this regard.
Before this Smt. R.K. Ibemnungshi Devi, W/o. R.K. Meghen @ Sanayaima, of Yaiskul A/C. Imphal West District, Manipur had submitted a memorandum dated the 4th Nov. 2010 to the Hon’ble Prime Minister of India requesting to take suitable action to disclose the whereabouts of her husband Shri R.K. Meghen and if arrested to give direction for trial under the law of the Country. Reply of the Prime Minister is awaited for.
Further, Smt. Ibemnungshi Devi submitted a writ petition to the Hon’ble Gauhati High Court, Imphal praying for issuing direction to the State and Central Govt. to produce Shri Meghan and to try him under the law of the Country. Reply in this regard is also awaited for.
Besides, Human Rights Forum of Manipur also pressed the National Human Rights Commission to take appropriate action in this regard.
BJP, Manipur Pradesh have strong confidence that if BJP Parliamentarian leaders take up the issue in Parliament, true facts will come out and people of Manipur will appreciate the role played by BJP National leaders as the matters turns to be the public issue apart from being the issue of underground organization.
Hence, in the circumstances stated above and gravity of the issue, we draw the attention of the central leaders to take up befitted political action. This will be very good for the party.
Withdrawal of Armed Forces Special Powers Act (AFSPA), 1958 from the State of Manipur.
The historical “Fast unto Death” launched by Irom Chanu Sharmila demanding for repealing of AFSPA, 1958 has completed a decade. No befitted reply has yet come out from the State and Central Govt. The demand came after long continuous harassment, torture, killing of innocent men and women, molestation and rape.
We endorsed and support the stand of the party on AFSPA for the particular state of Jammu & Kashmir. But for Manipur, we may require aliment and human act instead of AFSPA, because, the people of Manipur are all standing against the draconian Act. In the face of the Act, number of the underground organization is coming up.
The Act now remains only to harass and torture the innocent people in the name of counter insurgency operation. If the Act is removed from 7 Assembly Constituencies of Imphal, there is no relief. Silence of BJP organization in Manipur will alienates the party from the mainstream of public demand. This will not help in making public opinion.
The issue of AFSPA, 1958 in Manipur has become an international issue.
Meghen arrest and unknown whereabouts, AFSPA besides abnormal price rise of essential commodities and petroleum products are main issues. Our active political involvement in the issue highly required. With this proposition, we urge the Central leadership to extend all possible help to strengthen the BJP State organization while taking up the said public issues.
