Imphal, October 11 2009:
In the last eight years after he took charge of the Home Department, Okram Ibobi has been running the Home Department on his whims in his own personnel interest, alleged the JACs of Sanjit and Rabina.
A joint press release issued by the two JACs accused Okram Ibobi of misinforming the Prime Minister and the Union Home Minister against former DGP A Siddique with an intention to replace him with some other hand-picked by the Chief Minister himself.
As Siddique came to know about Ibobi's design, the DGP left his post and went back.
After this DGP Parashar was sacked because of certain disagreement with the Chief Minister.
Then Ibobi hand-picked Y Joykumar and made him the DGP so that he can have his way in Home Department.
Chief Minister Okram Ibobi victimised the former DGPs in order to install a new one who would be devoted to him.
On the other hand, the Chief Minister can tolerate blatant killings and corruption if the perpetrators happened to be close and loyal to him, the JACs alleged.
Considering the inability of the Chief Minister to take up any action against the DGP in connection with the July 23 killings, people wanted to know whether they were yet to complete sharing money between them.
"Doesn't it mean that the Chief Minister would lose a huge amount of money, if the DGP is transferred ?, it asked.
Another question hanging in public mind is the Government's failure to initiate any action against the Imphal West SP.
Pointing out that former SPs of Imphal West district were transferred away for one reason or another, the JACs mentioned transfers affected in connection with burning Central Library, ex-gratia scandal, bomb blast at Assembly complex etc.
Condoning the SP only exposed that he is also a staunch follower of the Chief Minister and the DGP.
The JACs further reminded that the bomb attacks at CM's official residence, Raj Bhavan, the abortive car-bomb inside Raj Bhavan complex, bomb blasts at Babupara and Minuthong and the killing of Rabina and Sanjit took place during the official tenure of the present Imphal West SP.
Referring to all these lapses and fallacies of the SP, the JACs asked if the Government had initiated any action against the SP.
The Imphal West Additional SP is also in the same league.
He was in charge of commandos when he was SDPO.
Again he is in charge of the commando unit after becoming Additional SP, the JACs noted.
Alleging that one police officer has been suspended for commenting on the present issue, the JACs cautioned that the present trend of killings, violence and atrocities would continue as long as the incumbent Government exists.
The governance of the State Government has become more brutal that the military junta of Myanmar.
The Government is openly challenging India's democracy.
It would be better for the people of Manipur to live under President's Rule instead of the incumbent elected Government taking different roles under the cloak of democracy, the JACs asserted.
