Even as the Sessions Judge has granted anticipatory bail to Chandel SP Tualchinkham Samte, who has been accused of raping a minor girl, the Manipur Human Rights Commission has today asked the State DGP to furnish a detailed report of the case to the Commission by May 5.The MHRC directives came following a report sent by the Imphal West SP to the Chairman of the rights body.
The report dated, March 29 detailed the alleged rape of the minor girl who hails from Churachandpur district.
On March 27, the minor girl lodged a complaint with the Imphal West police stating that on January 14, 2004 around 10 pm and on February 3, she was raped by the Chandel SP, T Samte at his official quarters.
The girl worked as a domestic help at the quarters of the police officer.
A case under FIR number 80 (3) 2004 u/s 376 IPC was registered at Imphal police station, the report said.
Subsequently the case was transferred to Chandel police as the rape was alleged to have occurred at Chandel.
The report submitted to the MHRC further said that progress report of the investigation into the case may be obtained from the OC of Chandel police.
After perusing the police report, the Commission headed by the Chairman, Justice (Retired) WA Shishak took up the case.
It also registered the matter as an MHRC case for inquiry under the relevant provisions of section 12 of the Protection of Human Rights Act, 1993.The rights panel has scheduled May 6 as the date for further hearing of the case.
It may be mentioned here that the Court of the Sessions Judge Manipur West on April 2 granted interim anticipatory bail to the SP.
The bail plea was filed by the SP himself before the same Court.
The Court in its ruling maintained that in the event that Samte is arrested during the pendency of the case, he may be released on bail on a bond of Rs 30,000 with one surety bond of the same amount.
Interestingly the father of the girl had allegedly withdrawn the case against the SP on April 5 and admitted that the charges were falsely filed against the SP.
