Departmental inquiry has been instituted against two employees of Ukhrul Police Station, in connection with the theft of Rs 13 lakhs from the police station on October 8, 2005, said Chief Minister O Ibobi Singh during the question hour session of the State Assembly today.
In response to a question raised by MLA Wungnaoshang Keishing, Chief Minister O Ibobi Singh, who is also in charge of Home, informed the House that LDC Th Robindro, who worked as cashier in the office of SP Ukhrul, and SO Kapangkhui Shimray who was then a reserved officer, were accused in stealing the Rs 13 lakhs from Ukhrul Police Station on October 8, 2005 and departmental inquiry has been initiated against the two accused persons.
The Chief Minister further said that on October 8, 2005, cashier Robindro withdrew Rs 15.83 lakhs from a bank at Imphal and brought the amount, which was meant for payment of salary and pension to the police personnel, without any security guard, and kept the amount in a strongroom which had no security guard.
On the same night, Rs 13 lakhs was found stolen, after three doors of the strongroom were broken down, one after another, in what appeared to be a pre-plan heist.
Both the accused persons have already been jailed after being arrested and prosecuted under relevant sections of the law, he added.
Sumtuh and Khajang Slab culvert: The approved cost of the slab culvert being constructed in between Sumtuh and Khajang in Thanlon Assembly Constituency of Churachandpur District is Rs 5 lakh and the contractor is the chief/chairman of Sumtuh village identified as Liangkhojam, Chief Minister O Ibobi Singh, who is also in-charge of Planning, said in response to a question from MLA V Hangkhalian.
The Chief Minister further said that Deputy Commissioner of Churachandpur has so far released an advance payment of Rs 3.50 lakhs for the work and the second instalment would be sanctioned after monitoring the progress of the work.
In response to a supplementary question of the MLA, the Chief Minister pointed out that there are some criteria for utilising the fund under BADP.
The laid down guidelines should be followed and in case of withdrawing fund without execution of the assigned work, necessary action would be taken up.
Reservation quota for disabled persons: Responding to another question raised by MLA Morung Makunga, the Chief Minister informed the House that 3 percent of the posts in Class III and IV, under the Government of Manipur, are being reserved for disabled persons including blind, deaf orthopaediacaly disabled.
However, in case no disabled applicants respond to the notice for recruitment even after 3/4 times, their reserved quota may be extended to other applicants, added the Chief Minister.
Krishnadas murder probe: Chief Minister O Ibobi Singh said investigation into the killing of contractor Krishnadas after being abducted on ransom demand is in progress and the six arrested persons have admitted to the crime.
The Chief Minister was replying to a question raised by MLA Y Surchandra.
Document Vision 2020: In response to another question
raised by MLA O Joy, the Chief Minister said the draft document of Vision 2020 is also being prepared at the State level
but the appointment of the nodal agency has not yet been confirmed.
He further said, priority would be given to development
of tourism and information technology (IT) and 25 acres of land has already been acquired for development of an
Information Technology centre.
