With the objective of ensuring due quality in contract works and goods supplied as well as to do away with all forms of fraudulent practices, the United People's Party of Kangleipak (UPPK) has launched 'Operation Wayel' from today, conveyed a press release issued by the outfit's assistant secretary in charge, district committee member of the information and public relation department Khuman Laishramcha.
Under the operation, the outfit will check all goods supplied by suppliers and works executed by contractors.
The departments may issue bills only after the checking is complete.
In case, any compromise on the quality of works/goods executed/supplied is detected, the contractors/suppliers will be asked to re-execute/re-supply the works/goods maintaining proper quality as specified in the work/supply orders.
Such defaults in executing contract works/supply will also be exposed to public through mass media.
Moreover, the defaulting contractors/suppliers should pay 5 percent of the total amount of their contract work/supply to the party as fine.
If the same contractor/supplier is found cheating more than twice, he would be awarded severe punishment.
Observing that contractors/suppliers indulge in fraudulent dealings and cheating only with collaboration of officials of the department concerned, the outfit asserted that the departments should pay 10 percent of the work order amount to the party as penalty for their corrupt practices and failure to ensure proper quality in contract works.
Saying that no department should issue work orders estimated at unreasonable rate, the UPPK cautioned that contract works with the rate of estimation below the latest CPWD schedule should not be executed in Kangleipak (Manipur).
It also appealed to the concerned Ministers to increase the rate in vogue above the CPWD scheduled rate, by a little at least.
Alleging that rampant corruption by Ministers and their failure to discharge their duties was responsible for the prevailing sorry state of affairs, the UPPK asserted that the Ministers should be held responsible for the failure to maintain proper quality in contract work
and supplies.
The concerned Ministers should look after all contract works to ensure proper quality failing which they should pay 10 percent of the contracts executed improperly as fine to the party.
All departments should clear all overdue bills pending for more than three years within March/April 2010 .
No department should issue contract work/supply nor deduct any percentage in the name of UPPK.
It also warned that contractors found taking or executing contract works/supply in the name of the outfit will be dealt with sternly.
The outfit further appealed to Meira Paibis, civil society organisations and NGOs to help in Operation Wayel by passing information to the party in case they observe quality being compromised in contract works being executed by different departments in their localities.
