Checking candidates expenditure begins

Imphal, April 01 2009: With the closer of the polling days observation into the violation of the code of conduct of election and vigilant to the contesting candidates in both the parliamentary constituencies intensified by the state election authorities and election observers appointed by the ECI and camping here in the state.

Meanwhile ECI in one of its latest intimation to the stat chief secretary has asked to council of ministers to avoid calling press conference and issue of press release stating that the commission is aware of the normal practice of the ministers addressing press conference after meeting of the council of ministers or as and when any issue of public importance relating to the ministry concerns needs to be brought in public domain.

Candidates in the fray should ensure production of expenditure accounts for every third day before the District Electoral Officer (DEO) and to the election observers who are assigned for the purpose.

After getting an instruction from the ECI, state election authorities have decided to inspect expenditures of the candidates in the fray which the inspection is to be conducted by a three day cycle of furnishing of accounts for every candidate, official said here today.

The inspection will be done in such a manner that one each day, accounts of one or more contesting candidates are made available for scrutiny to the concerned and for the convenient of the candidates, their expenditure accounts can be submitted to the nearest DEO and Observer for every third day.

For the sake of uniformity, the CEO office proposed that each candidate may be asked to furnish their accounts on every Tuesday and Friday to the DEO and observer.

Candidates should submit the same till the election results are declare, it said.

As for the Outer Manipur Parliamentary constituency, Thangso Baite (Congress), LB Sona (NCP) and Thangkhangin (LJP) should produced their accounts before the DEO and observer of Churachandpur.

Another three candidates, D Loli Adanee (BJP), Mani Charenamei (PDA) and Rose Mangshi Haokip are to produce before the DC (DEO) and observer of Senapati district.

Candidate M Yamkhongam Haokip (RJD) will produce hiselection expenditure account before the Dc (DEO) and observer of Chandel district, candidate Valley Rose Hungyo before the to DC (DEO) Ukhrul district while Lamlaimoi Gangte before the DC (DEO) Tamenglong district, the sour said.

Meanwhile, the ECI in an intimation to the state Cabinet secretary asked ministers to avoid addressing press conference after meeting of the council of minister or as and when any issue of public importance relating to the ministry concerned needs to be brought in public domain stating that the Model code of conduct is in force throughout the country in view of the general elections to the Lok Sabha.

If the holding of press conference is unavoidable one in public interest, preferably an appropriate official should address the press conference.
