CPI (ML) leader indicts RAW over NE insurgency

Research and Analysis Wing (RAW), the intelligence agency of the Government of India, has been encouraging formation of many insurgent groups in different parts of North Eastern region, general secretary of CPI (ML) KN Ramachandra has alleged.
Talking to mediapersons at Porompat today where Sharmila Kanba Lup has been launching a relay hunger strike in support of Irom Chanu Sharmila, who has been fasting for more than 10 years now demanding repeal of Armed Forces Special Powers Act, Ramachandra asserted that military deployment and imposition of Armed Forces Special Powers Act in North Eastern region, more particularly in Manipur without being declared emergency is against the Constitution of India.
This was what the British had done to India during colonial days.
India has set up its military forces to protect the people from external aggression and not to subject them to various atrocities with immunity granted under Armed Forces Special Powers Act.
This is wrong.
So, the Military forces being deployed in any part of India where there is no emergency should be send back to their respective barracks, Ramachandra demanded.
To ensure law and order situation in a State where emergency has been declared, the State Government concerned can only seek the assistance of military support, Ramachandra pointed out.
Denouncing the Government of Manipur has a puppet Government of the Congress-led UPA Government at Delhi which could not act of its own and carry out welfare measures for the people, Ramachandra pointed out that the State Government has not been able to bring about a solution to end the over 50 days economic blockade along the National Highways.
India Government is also responsible for the present Naga-Kuki issue, he further alleged.
Making an appeal to all the insurgents and underground groups operating in the region, Ramachandra suggested that they should come out in the open for the sake of the suffering people and use a platform from where they could launch a mass movement to press the Government of India for realisation of the public demands.
The CPI (ML) leader went on to assert that the existing Land Revenue Act in Manipur has become a cause of division among the various communities.
So, the Act should be removed and allow the people to settle in any part of the State.
This would also help in strengthening the integrity of Manipur.
Expressing solidarity with Sharmila and her struggle, Ramachandra announced that CPI (ML) would be launching a series of Nation-wide agitations from October 1 to November 2 to press the demand for removal of Armed Forces Special Powers Act.
