The lone Central Agricultural University for the entire North East region established at Iroishemba, Imphal in 1993 is on the brink of total breakdown, observed DESAM in a press release.
Among a numerous irregularities plaguing the University, DESAM cited acute shortage of manpower, lack of infrastructure, fraudulent appointments and prolonged absence of the Vice-Chancellor from the University as the principal causes of the downfall.
According to the DESAM release, there is no plan today even after 13 years of the establishment of CAU to construct a permanent building.
Out of 27 posts of Director, Deputy Director and Assistant Director entitled to CAU, only two individuals appointed against the post of Director Research and Director Instruction on in-charge/contract basis have been running the University.
Even as 15 nos of posts for Registrar, Deputy Registrar and Assistant Registrar existed in CAU, only one Registrar in-charge and a Deputy Registrar were manning CAU.
Likewise, for 8 posts of Comptroller, Dy Comptroller and Asst Comptroller available in CAU, only two officers are serving in the University.
Further, the number of teachers required for the College of Agriculture located in Manipur is 80, even though just 36 teachers are running the whole college, disclosed DESAM.
Further, the VC never stay in the University except for some 20/30 days in a year.
In its 13 years of existence, CAU had never held a single convocation ceremony thereby denying original certificates and marksheets to the passed out students.
Moreover, CAU does not provide any facility to students desirous to do research works and PhD programmes, alleged DESAM.
Saying that the Krishi Vigyan Kendras set up to impart training to farmers on modern and scientific agricultural methods under the Central Agricultural University have failed to deliver any good following faulty appointment of staff by the VC, DESAM announced that it would pay special attention to the functioning of the Krishi Vigyan Kendras and against those responsible for fund misuse.
The Krishi Vigyan Kendras have been crippled because of the staff who can speak only Hindi, appointed by the VC of CAU, it observed.
