Raining bullets at Chief Minister's Kangpokpi office inauguration
KRA likely to face SoO violation music

Imphal, December 19 2011: The KRA which is a party to the tripartite talk involving the Government of India, Government of Manipur and several Kuki UG groups is likely to face the music for raining bullets at a function attended by Chief Minister Okram Ibobi and his Council of Ministers.

The bullets fired by KRA cadres from their designated camp located at Haijang village along T Khullen range reached the Kangpokpi ADC complex where O Ibobi was inaugurating its newly constructed building on December 17 .

For this blatant violation of SoO ground rules, Assam Rifles authority has issued stern warning to the KRA, informed a reliable source.

Significantly the Chief Minister during a recent surrender ceremony had assured that the Government would crack down on all those who violate the SoO ground rules.

According to SoO ground rules, all the weapons allotted to cadres should be deposited at designated camps.

The chamber where the weapons are deposited should be sealed by a three-tier locking system.

The KRA, Police and Assam Rifles should have one key each.

The volley of fire opened by the KRA cadres was an undeniable testimony that a large number of weapons have not been deposited in the designated camp even if a few weapons have been deposited.

Notably, KRA publicity secretary P Simte has clarified that the shots were fired not against the Chief Minister's visit but against shifting office.

Taking strong exception to open violation of the SoO ground rules, the Union Home Ministry and the State Government issued strong instructions to the Assam Rifles to take up befitting action.

Subsequently, Assam Rifles have issued stern warning to the KRA informing that the group may be suspended from the Suspension of Operation pact.

On their part, the KRA has been working hard to resolve the issue amicably.

However, at the moment it remains very remote for the two sides to come to any understanding.

Another source informed that a meeting of the SoO Joint Monitoring Group may be held before Christmas at Guwahati.

On account of the unwarranted firing, the KRA may be excluded from the JMG meeting which would be attended by top officials of the Union Home Ministry and the State Government.

Even if the KRA leaders are allowed to attend the meeting, they would be quizzed hard for raining bullets at the function attended by the Chief Minister, added the source.

Several Kuki armed groups have been holding trilateral dialogue after signing the SoO pact.
