A discourse on the institution of Judicial Inquiry on Khwairamband incident of July 23 was held today under the aegis of Ethno Heritage Council (HERICOUN) at the Manipur Press Club hall.
The discourse recommended among other things, the inclusion of some more terms of reference to the judicial inquiry, to hand over the case of killing of Rabina and Sanjit to the CBI, to urge the government to fittingly compensate the victims of Khwairamband incident, to render all judicial inquiry reports conducted in Manipur, and to convene a special session of the Assembly and to ensure extra-judicial killing doesn't recur in future.
The session was moderated by Retired Judge C Upendra.
Participating in the discussion, Advocate P Tomcha of the Gauhati High Court said, the present judicial inquiry on Khwairamband incident has been instituted only to probe how the incident had occurred.
He said there is no need for the institution of Judicial Inquiry only to probe the reason for the happening of the incident.
Stressing the need for the inclusion of more terms of references, Tomcha said the authority should be pressurised to probe who opened the gunshots and why, who ordered and them to do so at crowded place like Khwwairamband Bazar.
Secretary of BJP Manipur Pradesh, S Tiken said the CM's assurance to resign after the conclusion of the judicial inquiry is an impracticable assurance.
A Mobi, editor of Sanaleibak daily said, the judicial inquiry commission may come out with true facts, but there is apprehension that the government will do justice on it.
Prominent speakers of the discussion included MHRC member RK Rajendro, MPP President Dr Nimaichand Luwang, former MLA L Ibomcha, NCP member Saratkumar, CPI (M) member Sarat Salam, editor of Naharolgee Thoudang Kh Loyalakpa, senior citizen Sadananda et al.
