Ruling on a writ petition the Imphal bench of Gauhati High Court on Monday ordered immediate halt against framing or implementation of all major policy of Imphal east Zilla Parishad till the matter is heard/settled.
Passing the order Justice Maibam BK Singh decreed that the Parishad's Adhyaksha N Basanti Devi and Upadhyaksha Arjan shall not take major policy till the pending case has been settled.
In the writ petition filed by 10 members of the same Parishad, the Court was confided of the Adhyaksha allegedly misappropriating huge amount of Parishad fund and had even approached relevant authorities in October to table a no confidence motion against the Adhyaksha.
As their demand for a no confidence failed to evoke the desired consequences, the 10 members, out of a total seat of 19 seats in the Parishad literally knocked at the Court's door.
Amid such stand-off Achanbigei Mayai leikai residence of P Bimola, one of the 10 petitioners came under a grenade attack by unidentified persons on November 9 night thereby creating fear psychosis to the litigants and suspicion of strong arm tactics to subdue the issue.
The Court also issued show cause notice to the listed five respondents including the State represented by the Commissioner of Rural Development and Panchayati Raj, Deputy Commissioner (Imphal East), Chief Executive Officer and the duo accused in the writ petition.
The respondents were set a deadline of four weeks to reply to the notices by the Court that also asked authorities concerned to for necessary measures against the Adhyaksha and Upadhyaksha within two days.
