CONTRACTUAL ENGAGEMENT OF PROFESSIONALS
Regional Resource Centre for NE States (RRC-NE), Guwahati is a
branch of the National Health Systems Resource Centre, New Delhi
(NHSRC) an autonomous organization under the Ministry of Health &
Family Welfare, Govt. of India. RRC-NE has been established to provide technical and management support to the Health sector in the North Eastern
States with a view to achieve the goals set forth by the National Rural Health Mission (NRHM).
RRC-NE intends to hire on contractual basis, the following professionals :
1. Advisor (Public Health) at RRC – NE – 1 post.
Eligibility & Qualification:-
o Post Graduate degree in Public Health Management/Preventive & Social Medicine or any postgraduate medical qualification with minimum of 10
years of post qualification work experience in the field of public health.
o Expereince in working for reform of health systems and management of change in health sector.
o Computer proficiency with high level of familiarity with data based management programme & commonly used packages like MS Word, Excel, Power Point etc.
o Excellent communication & presentation skills, analytical & interpersonal abilities excellent oral & written communication skills in English with working knowledge of
Hindi & any one or more languages of the North East.
o Have the skills to build a team and mentor young professionals into competence in providing technical assistance for health sector reform.
Roles & Responsibilities:
The incumbent would assist the NE States in –
o Situational Analysis on various aspects of the Health Sector.
o Facilitate development and implementation of the proposals/ strategies derived from the situational analysis.
o Assisting the States in building capacities for technical assistance and decentralized programme management in public health.
o Facilitate implementation of National Rural Health Mission including preparation and appraisal of District and State health plans.
o Assisting states in the development of policy and in choice of strategy as relates to public health.
o Provide such technical assistance for implementation of the NRHM and its goals in center and in States MoUs as may be agreed upon from time to time.
o Undertake such other assignments, which may be assigned by from time to time.
Age: - 35 –50 years
Remuneration: - Negotiable
2. Consultant (Community Mobilization) for Mizoram & Tripura – 1 post each:
Eligibility & Qualification:-
o Post Graduate Degree in Social Work / Social Science / Rural Development.
o At least 5 years post qualification experience in community mobilization or related field with a minimum 2 Years experience in health sector.
o Familiarity with community health worker programmes.
o -Successful completion of project on Community participation in health programmes or in community health work area.
o Computer proficiency with high level of familiarity with data base management programme and commonly used packages like MS Word, Excel, Power Point etc.
o Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English and Hindi with working
knowledge of one or more language of North East
Role and Responsibilities-
The incumbents would assist the States in -
o Developing capacities and institutions and strategies for implementation of the ASHA programme.
o Developing appropriate training material for ASHA and training of civil society institutions (PRIs and local council members)
o Developing mechanisms for community monitoring of health services.
o Developing forms of community participation.
o Developing policies and strategies for enhancing the role of public in public health planning and management.
o Undertake such other assignments as may be assigned from time to time.
Age: - 25 – 40 years

3. Consultant (Public Health) at RRC – NE – 3 posts:
Eligibility & Qualification:-
o Post Graduate Degree in Public Health Management / Preventive & Social Medicine / Community Medicine.
o At least 5 years post qualification experience in the field of Public Health.
o Experience of working for reforms of public health systems and management of change in health sector.
o Computer proficiency with high level of familiarity with data based management programme and commonly used packages like MS Word, Excel, Power Point etc.
o Excellent communication and presentation skills, analytical and interpersonal abilities, excellent oral and written communication skills in English and Hindi with working
knowledge of one or more language of North East.

o Situation analysis on various aspect of the health sector and facilitate development and implementation of the proposals / strategies derived from the situation analysis.
o Building capacities for technical assistance and programme management in public health.
o Implementation of National Rural Health Mission initiatives o Preparation and appraisal of Block, District and State Health Plans.
o Development of policy and choice of strategy relating to public health.
o Monitoring and Evaluation of public health inputs in the state.
o Undertake such other assignments as may be assigned from time to time.
