Imphal, the 4th May, 2013
Shri Pranab Mukherjee ji,
Hon’ble President of India.
Rastrapati Bhawan, Raisina Hill,
New Delhi-110001.
Mahamahim Rashtrapati ji,
The Bharatiya Janata party, Manipur Pradesh wishes to draw your kind attention to the scams of Coalgate and 2G Spectrum.
On 28th June, 2004, the UPA-government conceived the “Competitive-bidding” of 142 Coal-blocks. From 2004 to 2009, Shri Manmohan Singh as the Prime Minister of India held the portfolio of Coal, during which the appended sanctions to families and relatives of the UPA-Ministers and also to private entrepreneurs and traders who were in fact not the end-users.
On 31st May, 2012 BJP made a complaint to the Central Vigilance Commissioner and consequently the Central Bureau of Investigation (CBI) intervened to investigate into the irregularities of the Coal-block-allocation. Later, in September, 2012, the Supreme Court took cognizance of a Public Interest Litigation and directed the CBI to submit an affidavit on the status of Coalgate-issue without consulting with any authority.
On 26th April, 2013, the CBI-Director, admitting that the draft-report had been shared with the Law Minister and Joint Secretaries of the Prime Minister’s Office and Coal Ministry, as compelled by the Government, submitted the affidavit. Seemingly the Law Ministry tampered the CBI report and acted as a “human shield” to protect the PM from the scam worth Rs. 1.86 lakh crores. The Apex Court, however, advice to submit a clean affidavit by 6th May, 2013 for the sitting of the court on 8th May, 2013. Harin Raval, the Additional Solicitor General of Law Ministry who happened to be the counsel of CBI resigned, on being a scapegoat in writing a letter to the Apex Court maintaining the sharing of the draft report with none.
On 2nd November, 2007, the PM, in his letter to the Telecom Minister (TM), questioned the letter about the fairness of 2G Spectrum allotments. Even after learning the flaws in the allotment from the reply of the Telecom Minister, the PM allowed the TM to sustain allotment in whatever the ways by arbitrarily changing the cut-off-dates, permitting the ineligible companies and applying the 2001-rate.
On 26th October, 2009, in his public statement the PM asserted that false allegations were made against the TM whom the CBI had already registered a case on the relevant issue.
After the intervention of the Apex Court and consequent arrest of the TM, the TM started spilling the beans saying that the context whatsoever was in the knowledge of the PM. The TM himself and other members of the Joint Parliamentary Committee (JPC) wanted the TM to appear before the JPC which the PM had already claimed to be the institution to probe the scam. Despite the request, the TM was not permitted on the presumption that he might speak out all the facts. The PM eluded the JPC at the same time when the JPC did not call upon the PM with an intent to skirt the JPC meeting on the agendum.
By humiliating the sanctity of the JPC, the PM got himself exonerated from 2G Scam worth Rs. 1.76 lakh crores taking resort to an instrument in the form of a report made by P.C. Chacko, the JPC Chief. Astonishingly, Chacko alleged Shri Atal Biharai Vajpayeeji to have led to the loss of Rs. 40,000 crores in allocation of Spectrum-licences during his tenure. The Congress government tried to suppress the misdeeds of Shri Manmohan Singh and despite, Shri Atalji, one of the finest Prime Ministers in post-independent India was unnecessarily put at stake.
For such acts of dishonesty and maladministration and also for betraying the Parliament, the people and the nation, BJP strongly demands the removal of the Law Minister and the resignation of the Prime Minister.
Yours sincerely,
(Tapir Gao, Ex-MP)
National General Secretary
BJP
(Th. Chaoba Singh)
State President
