SOS versus SoO

In the frantic search for a durable peace in the insurgency afflicted Manipur, the Suspension of Operations (SoO) came into existence.
But a chasm was created between armed forces and the State Government with police and paramilitary forces continuing to arrest and kill the signatories contending that the latter did not take them into confidence.
Another SoO with the involvement of the Manipur Government was signed under which over 20 outfits came and joined the national mainstream.
It is another story if ground rules of SoO are observed in breach only and talks are yet to start. One disillusioned group had broken camp and taken up arms once again.
Some villagers at Loitam Khunnou and several villages in Chandel district took up the cudgels demanding shifting of the designated camps since they said that they were not safe amidst some members of SoO signatories.
The people of Khongjom revolted when the Government planned to construct the alternative designated camp there.
But the story published by Hueiyen Lanpao on the excesses committed by two armed cadres at Sehao village crossed all decent limits since the hapless villagers were reportedly threatened with public executions if they went to press and police.
The Home Minister should take up all measures to give fool-proof protection to the villagers.
It is not a question of not derailing the SoO but SOS of the villagers who have nobody to turn to.
The world is watching, since it concerns many burning issues.
