Subject: Protest note on loss of Manipur's land in border fencing.
Sir,
It's the pleasure of the Committee on Protection of Land in Border Fencing (CPLBF), Manipur in expressing a word of appreciation to the All Political Party Committee for paying a visit to Moreh with the purpose of getting a first hand report on the huge loss of Manipur's land because of the controversial Border Fencing, howsoever belated it may be.
Now that all members of the APPC comprising some Honorable MLAs and leaders of different political parties have seen the controversial fencing for themselves, they would have realised where exactly the border fencing or so-called security fencing is constructed, and how vast areas of Manipur had been left out toward Myanmar.
Since the fencing has not been constructed close to the boundary line, even after leaving 10 metres from the actual boundary as the international norms demand, and also since the fencing is constructed within the Indian territory very far away from the boundary line, the Assam Rifles, who are executing the contract for construction of the fencing, would naturally call it "Security Fencing". As such they can in no way call it border fencing.
As the Assam Rifles' commanders had prompted, Principal Secretary (Home), Dr. J Suresh Babu, IAS had told the CPLBF and the media that the fencing is "Security Fencing", not "Border Fencing" on the 27th August, 2013 at Moreh. On that day, the officer admitted to CPLBF in front of Brig. Rajeev Mankotia, Commander of 26 Sector AR, Pallel, Col. Anadi Atriya, CO, 9 AR, Moreh, DC, Chandel district, Th. Chittaranjan, SP Chandel district, E. Priyokumar and others at the AR camp, Moreh that the fencing is constructed at the present site as per convenience (of the AR and the BRTF) for moving vehicles and transportation of materials, and not exactly on the boundary line.
Then where exactly is the boundary line, we of the CPLBF asked him, and he couldn't answer.
Therefore, the CPLBF demands that the exact boundary line must be identified before allowing the AR and the BRTF to continue further construction of the fencing.
All works relating to construction of the fencing including development of road on which the fencing is to come should be stopped within one week w.e.f. today.
The CPLBF urges the APPC to put pressure on the State and the Central Governments to initiate necessary diplomatic process to conduct joint resurvey and re-demarcation of the India-Myanmar boundary along with the Myanmarese authority as per the boundary agreement of 1967.
The CPLBF had already submitted memorandum to His Excellency the Governor of Manipur. Dr. Ashwani Kumar on August 28, 2013 and the Hon'ble Chief Minister, Shri O. Ibobi Singh on August 2,2013 in this regard. (Please find the copies of the memoranda enclosed herewith.)
Lastly but not the least, the CPLBF would like to inform the State and the Central Governments through the APPC of a mass uprising in Manipur in the near future thereby posing potential danger to India's grand vision of Look East Policy and better relations with Myanmar, unless and until the Centre and the State take up more than appropriate steps to stop losing Manipur's land under the guise of constructing border or security fencing and what not.
