Political chicaneries
- Hueiyen Lanpao Editorial :: July 29 2015 -
The students’ wing of the JCILPS had expressed its displeasure on the way some sections have been trying to gain political mileage out of the current turmoil in Manipur.
However the undaunted and non-chalant groups are going ahead with their gameplan.
Much muds had been thrown among some political parties over the botched migrant Bill and the slow motion official process of the replacement Bill.
What is most surprising is that AAP which is yet to make a political impact in Manipur was the first one to submit a draft bill to the Chief Minister.
Next in the line is BJP. Some other political parties may be preparing their own model bills. The lawyers of the high court and lower courts are tagging along.
Being political parties they cannot know the legal and constitutional aspects. Besides, the lawyers are legal experts but there may be some question marks about the constitutional aspects.
The bill which will have all India impact cannot and should not be drafted on the basis of the consultations with local experts.
There is an imperative need to take constitutional and other opinions on relevant subjects and money should not stand in the way.
Or does the government foreknow the fate of the Bill so much so that it will be perfunctorily drafted on the basis of inputs from local experts?
It should not be forgotten that all sections of people are keeping a hawk’s eye on all these goings on.
If the Governor once again refuses to give his assent Manipur will be plunged into anarchy eclipsing the June 18, 2001 upheaval to insignificance.
Should such a tragedy take place the government cannot shirk its responsibility and accountability.
As things stand now, the government and the police who are underpinned by curfew and extra judicial powers like killing a student who was merely participating in a democratic protest cannot contain the recrudescence of burgeoning protests.
Eyebrows have been raised already since the drafting committee is an all Congress show team.
If the Bill turns out to be damp squib the people’s retaliation is best left to conjecture for the time being.
The government ought to take these dicey aspects into consideration while forging ahead with the replacement bill.
And the big brother is watching from Delhi to pounce on at the slightest mistake like transgressing the constitutional provisions.
