O R D E R S
No.ADC(MRH)5/17/MT/12 :
Whereas the President, Kuki Students’ Organisation, Moreh Block, submitted a complaint petition to the undersigned on traffic problem of Moreh town on the 7th April, 2012 with an ultimatum clause to call indefinite bundh on NH-39 (now 102) in the event of Sub-District Administration’s failure to respond positively;
2. Whereas, the undersigned is not competent to exercise powers under Motor Vehicles Act, 1988 as regards regulation of traffic, fines and parking at Moreh and there is no manpower to man Traffic Control system at Moreh;
3. Whereas the negligent parking, parking on both sides of the highway and uncontrolled traffic congestion in downtown Moreh had caused fatal accidents in the past and being indifferent to which will further jeopardize the safety of school-going children;
4. And whereas, the absence of DTO (District Transport Officer) at Moreh cannot be made an excuse of in the urgent appeal to bring a solution to traffic chaos at Moreh town the burgeoning traffic in which needs to be tackled somehow;
The undersigned convened a meeting of presidents /Secretaries of communities of Moreh like HTC, MCM, ACODOM, KCA, GC, etc at Trade Centre Moreh on 28th April, 2012 vide Notice No. ADM(MRH) 5/17/MT/12 dated 26th April 2012 to discuss the urgent demand to redress traffic woes of this border town. 16 Community Leaders attended the meeting.
The SDPO/Moreh explained in detail the finer points of traffic rules from Police point of view and the corresponding responsibility of citizens to ensure trouble-free traffic.
The representatives of the Community Organisations of Moreh recalled past experiences as to local efforts to ensure traffic safety at Moreh and the reasons for the lack of sustained traffic control.
After due deliberation, it was unanimously decided that, so as to bring about an interim solution to the complaint on traffic problems, the following rules shall come into force within Moreh town, in public interest, with immediate effect, till the arrival of a competent authority to exercise provisions of MV Acts.
1. All commercial vehicles entering in and departing from Moreh town, viz, Tata sumos, Vans, Tata Lorries, DIs, Buses etc shall seek their own respective parking earmarked earlier by Town Authorities while they are stationed at Moreh.
2. No commercial vehicle should be parked on the roadside within Forest Gate and Gate No. 1 on the one hand and from Moreh Police Station to Gate No. 2 on the other hand from 8 a.m to 4 p.m every day. Private vehicles must also avoid double-parking.
3. Tax-collection/Entry formalities etc. should be done outside the area given in para 2 above. Such activities should be done at Chikim Veng/Kondong Lairembi check post.
4. Excessive overloading beyond safety limits especially on the part of commercial Tata Sumos is prohibited and will be fined to pre-empt possible accidents.
5. Foreign vehicles visiting Moreh from Myanmar should follow Indian Traffic Rules. It is mandatory on their part to take the left side of the road.
6. The Community Leaders present in the meeting authorised the O.C/ Moreh to levy a fixed fine of Rs. 500/- on any vehicle which violates the rules mentioned in the above paras.
7. Community Leaders of Moreh should immediately give a concerted effort to cause the posting of a District Transport Officer at Moreh.
