Dear Secretary,

We write to you today as students of Manipur who has full faith on the commission. We express our deep concerns as now our Manipur Public Service Commission is lagging behind the mother copy of all the state commissions. i,e Union Public Service Commission and from other states as well. Even in the present grave situation and squalid functioning of administrations our exhausted hope is still with you.

People are being trained and equipped with the best to live and lead the best. Drawing your attention to filter the best so that the Commission could produce charismatic Civil Servant so that the state could rise to higher level of endeavours and achievements.

Firstly, to get rid of the moribund condition of MPSC the commission need to introspect on the prevailing state Civil Service examination which is being conducted at the whims of MPSC

The current syllabus of the State Civil Service Examination is becoming archaic it is not par with UPSC. UPSC go for regular review of syllabus, than why the state commission is not ready to do so? UPSC has done away with its obsolete dual optional paper system, limited CSAT as a qualifying paper few years back. On the other hand UPSC introduce in general studies papers like ethics, integrity and aptitude which ultimately help in filtering and producing the efficient bureaucrats.

Following the trend of UPSC many State public service commission have reviewed and revised their exam syllabus. Some states like Madhya Pradesh, Uttarkhand and Rajasthan have even removed the optional paper which has no relevancy in administration. This will definitely help in producing the competent administrator.

UPSC has already set up a committee to review the current syllabus of Civil Service examination. The report of the committee would tell

A. Whether there will be an optional paper or not?
B. Would there be an increase in the general studies paper?
C. Would there be an additional of paper based on administration relevant subject like sociology and public administration.

The report of the commission is awaited.

On the otherhand Manipur PSC seems unwilling to review the moribund system and syllabus of the State Civil Service Exam. The commission seems to be content with the irregular conduct of the exam.

To march towards development, excellent bureaucrats are required. Excellent bureaucrats must be equipped with best knowledge and practice like empathy, public service oriented, flexible, responsive and responsible.

Such capable bureaucrats who will work for the welfare of the state and nation can only be produce and filter by a well designed syllabus and a healthy examination system. So we therefore suggest the commission to:-
1. Necessary steps should be taken to conduct the examination regularly in a fairly manner.
2. Put an end to the obsolete dual optional paper system and introduce more administration related general studies paper like Public administration and Governance /Law etc.
3. Adequate steps should be taken to avoid mistakes in question paper and evaluation of answer paper.
4. Refurnish the syllabus and conduct the exam at par with civil service exam conducted by UPSC.
5. Ensure complete clarity and transparency in exam and selection process
6. Set up a committee to take up the required steps to materialize the above suggestion as soon as possible.
