Open Letter regarding ill treatment of Faumei Gonglin (IPS officer)

An Open Letter

Zeliangrong Students’ Union Delhi (ZSUD) is compelled to issue this press statement regarding repeated ill treatment and discrimination meted to our community most respected IPS officer, Shri Faumei Gonglin.

That, the newspaper report published by The Imphal Free Press on 30th May 2020 under the title, ‘Letter to Governor claims blatant abuse of power’, came to us not only as “shocking” but ashamed of the concerned authority(ies) who intentionally violate the service rules to punish the honest and innocent officer like Shri Faumei Gonglin, IPS.

ZSUD strongly reminds the same authority(ies) that it takes decades to earn respect and by illegally blocking promotion to Shri Faumei Gonglin, many high ranking officers in the State will be demotivated which is not good for the society.

It is reported that even after two Departmental Enquiries (DEs) initiated in 2017 and 2018 - report for closure in one and as “not a fit case” for the other were submitted in 2019, the concerned authority(ies) is still adamant to punish our community officer who has served the Manipur State in many capacities.

More shockingly, ZSUD is pained to hear from reliable sources that Shri Faumei Gonglin’s promotion related recommendation is still kept in seal cover, in gross violation of the Service/Promotion Rules. This is against one’s dignity and work ethics. It will have a grave bearing on the person. Instead of giving timely promotion, Shri Faumei Gonglin is tortured mentally and professionally. This is NOT acceptable at all.

ZSUD will not be a mere spectator for this kind of blatant abuse of power, violation of rules and illegally blocking of the rightful promotion of our officer.

ZSUD, therefore bring attention to the Hon’ble Chief Minister of Manipur Shri N. Biren Singh; Her Excelllency Smt. Najma Heptulla, Governor of Manipur; and Shri Dr. J. Suresh Babu, Chief Secretary of Manipur State.

We, the students of the State appeal to you that justice should be done to Shri Faumei Gonglin, IPS at the earliest by giving his promotion which is long overdue.

ZSUD always stands for equality and justice for all sections of society in the Manipur State and like in the past, we will ensure that our voice is heard.

Finally, ZSUD urge all Manipur denizens that no discrimination and injustice should be meted to innocent people and appeal to all like-minded individuals, Organisations and Civil Societies (CSO’s) to stand together to ensure that truth always prevails.
