OPEN LETTER TO THE HON’BLE MINISTER, EDUCATION,
GOVT. OF MANIPUR

Hon’ble Sir,
I, the undersigned, on behalf of the All Manipur Hills Contract Basis Lecturers Association once again, brought to your notice the following points for your consideration.
That, the remunerations and arrears of 193 contract basis Lecturers and 40 Laboratory Attendant’s have been not released since March 2012 with pending arrears. In this regards, the Manipur Hill Contract Basis Lecturers Association has already submitted dozens of memorandums and letters to redress our grievances which our repeated request have not been heard for years now. The government adamant to our grievances could affect quality education.
The government should be practical to bringing quality education in the much neglected remote hill districts. As you are well aware, 75% of state geographical area is
hills areas, and the service of these 12 higher secondary schools staffs located in the hills deserved proper taken care and regular payment of their dues. These staffs were appointed under the chairmanship of the Deputy Commissioner of the district, have been rendering services to the schools with all dedication since 2009.
Their appointment was purely on the basis of merit and through selection. At present, about 233 staffs are contract basis, who are much active to contributing towards the spread of quality education with the hope that their services will be regularized. These staffs are sincerely performing their duties, which their dedication is
proven in the last Council of Hr. Secondary Education Manipur examination results, where these schools did well and even out merited the private schools.
That, the policy of re-engagement of the staffs every year will adversely affect the education system in the hill areas. Our service should be regularized instead of mere extension of the term of engagement. The present pay structure, etc do not suffice the needs of the contracted employees who are working in the remote hills. As the
government plan to upgrade more schools to higher secondary and the needs for continuing normal academic session without interrupting aspirant students get admitted to these schools is felt, regular payment of remuneration and arrear, etc to the existing staffs become necessary. The unpredictable conditions of the terms of these
employees too has already made the local populace doubted, the certainty of their children’s education.
The All Manipur Hill Contract Basis Lecturers Association therefore, is looking forward to you to kindly materialized our rightful demands and pay us all the pending remunerations and arrears before the coming Ningol Chakkouba festival, 2012.
