Although the Government of India has
made statement of withdrawing the arrest warrants
served against the collective leadership of the
NSCN-IM, Isak Chishi Swu and Thuingaleng Muivah, they
(Government of India) are yet to intimate it
officially to the outfit, said Col Phungthing
Shimrang, Convener of the outfit’s (NSCN-IM) Ceasefire
Monitoring Cell while interacting with media persons
at Dimapur.
Col. Shimrang who was in the recently held Naga
Consultative Meet between the NSCN (IM) and various
representatives of Naga NGOs in Bangkok, made it clear
that the collective leadership of the outfit would not
visit India till their demands were met. He said the
Government of India has to fulfill the outfit’s demand
of withdrawal of arrest warrants issued against their
collective leaderships; repeal of the Armed Forces
(Special Powers) Act; and lifting of the ban on the
NSCN. The Government of India has already given
assurance to the NSCN (IM) for safe passage of their
leaders to facilitate visiting India for political
negotiation.
Col Shimrang also said discussions were on between the
Government of India and the NSCN (IM) for lifting the
ban on the NSCN and the repeal of the Armed Forces
(Special Powers) Act. He conveyed the NSCN (IM)’s
appreciation to various Naga organizations that took
part in the Bangkok Consultative Meet and further
urged upon the participants to abide by the
declaration. He also called upon the Naga people to
involve in the peace process saying the "peace process
is for all Nagas and not for some particular
individuals".
Such participation in the peace process would
strengthen the hand of Nagas, the Ceasefire Monitoring
Cell Convener said, adding Indian Government appeared
to be sincere in its commitment to finding a solution
to the Indo-Naga issue.
Col Shimrang also expressed regrets on the United
Committee, Manipur’s opposition to the peace talks and
further added that "our concern is the peace process
and not about territorial integrity".
Asked why KNF (MC) withdrew ceasefire that entered
between it and the NSCN (IM), Col Shimrang explained
that the KNF (MC) approached his organization for
truce which was later agreed to by them (NSCN-IM). But
KNF (MC)’s recent decision to withdraw from the truce
pact was not communicated to the NSCN (IM). They had
done it through media only, Col Shimrang stated.
