The Nagaland Civil Service (NCS) andNagaland Police Service(NPS) Associations have strongly reacted against the joint memorandum submitted to the State Governor by prominent State politicians namely Dr Hokishe Sema, Z Obed, Khekiho
Sema, Imchalemba and Chubatemjen urging him to institute judicial probe into the recruitment racket in Police department.
The two Associations said there was no mandatory
provision in the cadre Rules that only IAS/IPS
officers would be posted to the post of DCs and SPs in
the districts and further explained that the State
Government had the discretion to deicide on the
placement of officers if various cadres according to
suitability and availability.
They said those political leaders, in their
representation to the Governor, made it appear that
the two services of NCS and NPS were being given undue
favor for the present political party in power to gain
political mileage. They also questioned as to why
individual failings and instances thereof had not been
pointed out, instead of generalizing the whole NCS/NPS
cadre.
The Associations stated that these responsible leaders
of the society had every right to point out such
failures and even demand that particular officers be
transferred out due to their failures, but in that
instance the whole cadre had been marginalized and
maligned, which, the two Associations stated, was
"unbecoming of responsible leaders of society".
The Association also said 99% of the NCS and NPS cadre
officers were Nagas and "as sons of the soil", adding
they also had equal concern and responsibility like
their genuine political leaders. They further
explained that Nagas were capable of handling their
own affairs if they were given the opportunity.
The two Associations also sought clarification from
these State political leaders as to whether their
demand was a part of their party manifesto and policy
or it was their personal agenda. They further said NCS
and NPS were neither political parties nor political
stooges and therefore should not be dragged into these
political duels in the run up of the general election
in the State.
