Random Thoughts on Events Of Mishandling Of Law And Order In Manipur By Law Enforcing Agency
The kidnapping and custodial detention of the 11 year old minor child (girl) by a combine force of Police Commando and 12 Maratha light Infantry at Sekmaijin and Nongmaikhong from August 14 to 18, such Irresponsible conduct on the part of the law enfording agency lead to the suspecion of the prevailing accusation that the Police Commando and allied forces including Indian Army has been involved in improper conduct and tearing down of the law that they are entrusted to oversee.
Some may urge that Arm Force Special Power Act(AFSPA) 1958, give and bestow the law enforcing agency to take any individual under suspecion into their custody, but one must ask or raise question.
Does the act allow any individual irrespective of whether he/she attain a legal age or not can be taken or consider under the preview of the said act. There has been a hew and cry over the bluntly misuse of the act by many civil NGO and Human right acitvities in and outside the state, but SPF government and Union government (GOI), gave indifference to all the objection and petition for review or scrapping of the act.
Continuing with my previous case, the police claim that the girl child was taken into custody so that their parents could come and claim their child and at the mean-time they can take both parents into custody for the suspicion of having link with militants outfit.
This case clearly depict an act of taking hostage holding the child life as ransom for the parents to turn up at the police station. Here we can quote the hostage episode of the Indian national carrier Indian Airlines Flight 814 (call signal IC-814) at Kandahar in 24 December 1999 by Harkat-ul-Mujahideen, where Indian Union Minister (name withheld) went to settle the hostage crisis and the eventual freeing of militants from Indian jail.
I think the case here are both same for the child was taken into hostage so that they can have the parent in their custody. This
episode has clearly shown how Manipur police commando have at time and again show the barbaric nature and the only difference being in this case the hostage was taken by a state agency.
This clearly show how Manipur Law enforcing agency are unable to handle the law and order problem, Woe is the government for its exchequer was drain in training and maintaining the security forces but all have gone in vain. As the saying goes by "Chaff in the wind".
And another episode is the evergreen word 'Bandh and curfew" that has become a norm and way of life . Or say part and parcel of the calendar in Manipur.
Its has become really irrational to witness curfew being imposed for a weeks say a month, that too claiming itsellf as a democratic and secular Government. Would in democracy curfew and bandh be imposed if it really is a true democratic government.
A government of and for the people , the state of life depict an authoritative and military rule were curfew are impose to keep people indoor , a ruthless way of maitaining law and order .
And the so called SPF Government no more hold the people mandate . This fact is clearly seen in the call and agitation for the resignation of the state Chief Minister Shri Okram Ibobi - The longest serving CM of Manipur.
And all this calls and rallies for the resignation from his post gave him no more mandate to hold his post in true democracy. Woe to Manipur for the Irresponsible law enforcing agency and Authoritative SPF Government.
And the helpless Masses who are caught between the State and Militants. Indeed he should step down and gave way for more able leader to hold the post for all the agitation and effigy burning hold true that he does not have the faith and mandate of the Masses.
Democracy : By the people and for the people.
