Manipur Government apprises the special needs and difficulties to 14th Finance Commission delegates

In a meeting held at Old Secretariat Conference Hall, Chief Minister Shri 0. Ibobi Singh and official concerned of the state apprises the special needs and difficulties to 14th Finance Commission delegates.
The meeting was attended by the Chairman of 14th Finance Commission Shri Y.V. Reddy and its team and Dy. Chief Minister, Council of Ministers, Chief Secretary, DGP and high official representatives of the State. The Chief Minister in his deliberation stressed more on inadequate security deployment and non adoption of 6th pay commission in toto (when central govt is already announced for adoption of 7th pay commission).
While highlighting the importance of security in the state, the CM seeks special consideration on security. During the past 15 years, the state has complete ban on direct recruitment to other departments except Home and some other two department. For implementation of big projects, role of security personnel are really needed. Due to inadequate deployment of security, it gives a bottleneck in opening of more bank branches in hill/far flung areas.
The northeast state specially Manipur is economically backward/ in developmental works since it is very far away from the mainland. Special attention of the Finance Commission is a must. Unemployment and poverty are the twin problems that state is facing. Further CM told that 47% of the whole population is under BPL till 2010 and the govt, is the only employer to the educated employed youth of the state.
Regarding non adoption of pay commission fully in the state, the CM clarifies for non sufficient resources in Manipur. While the Central govt, has enhanced DA to its employees twice per annum, whereas, the state govt, couldn't implement the same which compelled the employees to launch ceasework strike.
The CM also asked for protection of ecology and environment. He said, forest covers 78% of the state geographical area. To save these forest area, a special grant should be extended to 14th Finance Commission.
On the other side, the CM also highlighted to the Commission members the achievement of the state - mortality rate (lowest rate comparing to the nation), literacy rate (higher than the national rate, (sex ratio- women higher than man), laurels in the field of sports, potential for gateway to South East Asia and Nation's Look East policy etc.
Later, members of the 14th Finance Commission has visited Loktak Lake too.
