The secret game of India: Is the signed Framework Agreement a self exposed daylight robbery?

Mark Haokip *

It is a well-known fact that any political solution demanded by any nations of the world with no historical and linguistic value of demarcation have no legitimate rights to install sovereignty post World War-II. In the context of Naga nationalism, it is absurd and absolute hilarious being deeply rooted in such a doorless and self-made or fabricated stance, demanding a sovereignty of such which is politically fashioned self-fooling politics.

Naga Political movement is indeed a 70-years-old dramatic illusion and self-deception carried out by one such terrorist Thuingaleng Muivah, a Tanggun-Kuki community from Ukhrul, Manipur. Conspicuously, he (Muivah) is being used with an aimed to erase Kukiland, its identity, history and even the age-old Kuki traditional chieftainship institution since the post-India independence.

He had carried out the horrendous ethnic cleansing campaign and killed more than 1000 innocent Christian Kuki civilians including women, children and infants rendering more than 1, 00,000 people homeless and maimed more than 300 Kuki settlements. And this very horrific ethnic cleansing campaign was ideally bannered under the theme ‘Nagaland For Christ’, brazenly.

And ironically, this was financially supported by Baptist Churches from the United States and other Christian countries blindly. Those Christian countries across the world who supported Nagaland for Christ whose purpose is to carry out Kuki genocide heartlessly owe apologies to the Christian Kuki nation with contrition. Till today, we waited and regrettably none of them have come out for any of such atonement policy to the apolitically and socially tortured Kukis.

Instead, the NSCN(IM) General Secretary, Thuingaleng Muivah has become the Prince of the Nagas and India for his inhuman act and atrocities on the Kukis with the special treatment given in the form of rewards by signing a ceasefire pact with the NSCN(IM) entitled: Indo-Naga Ceasefire Agreement in 1997 by the GoI. Is it not the evidence of the secret involvement of India in the merciless genocides of the Kukis?

Considering the fact that at the time the genocides carried out by the NSCN-IM, both the central and state government held back from doing any intervention in safeguarding the lives of the Kukis. And Indian Army camps were removed or shifted from Kuki areas to another location for a plan to uproot those Kuki villages and eliminated those innocent Kukis in the area. These are a well-known fact supporting the evidence of the secret involvements of India in the Kuki genocide.

Apropos to the aforesaid, the Kuki Inpi, Manipur (KIM) had submitted more than 60 memoranda to six successive Prime Minister of India as to why it has perpetually ignored and failed to take action on its demand to settle ‘the criminal acts of the NSCN (IM) against the Kukis’ in a proper law court in the country.

KIM has been demanding the Govt of India to first settle the criminal acts of NSCN (IM), who reportedly murdered more than 1000 innocent loyal Kuki people including women, some pregnant, children, aged and invalid; uprooting 360 India-occupied Kuki villages and seizing their land and more than 100,000 loyal Kukis made refugees in their own land without rehabilitation, but to no avail.

Such abnegation acted by the government of India purely shows that any of her involvement and interest towards Kukiland is always seems a daylight robbery through the hand of NSCN-IM. However, the linguistic and historical demarcated Kuki Country / Independent Hill Country will also be always invincible to destroy before the eyes of international law and political philosophy.

Antagonistically, in total disregard of the Kukis plight, the Government of India had with their Political appeasement policy through communal lines entered into a ceasefire agreement entitled: Indo-Naga ceasefire agreement 1997 and Indo-Naga framework agreement, 2015 nonsensically aggravating the sentiments of the Kukis. Is it not a well-known fact supporting the secret involvement of the government of India in alienating Kuki genocide? This is taken deeply as sort of sponsoring of the NSCN(IM) atrocities and its subjugation exercise on the Kukis in India’s occupied Kukiland(IoK) by the GoI as none of the Centre and state government had given any sorts of protection to the innocent Kuki civilians massacred mercilessly.

What rights do the neighbours India have to meddle in between and decides the faith of the Nagas by signing a Peace Accord with for such people like the Nagas who live under the mercy of the Kukis in the Kukis independent Hill country since the pre-colonial period? In the historical context of the Kukis, if India is willing to solve the political problem of the Kukis, it shall be technically not less than the absolute Sharing of Sovereignty.

The Kukis being a totally different entity and national with unique Cultures, Custom and traditions are naturally in toto foreign to India. The Kukis had never signed any merger agreement with India, Burma, Bangladesh or any other countries of the world to be a part of them. Since time immemorial, the Kukis had lived in their own independent hill country which was a contiguous region without any national or international demarcation, although the various Kuki tribes were never under one administrative rule since the post-colonial period.

However, with the advent of the British, they were inadvertently trifurcated into India, Burma and Bangladesh which ultimately made them lost their acreage sovereignty. In Burma and Bangladesh, they were given no political recognition and were treated like a landless people. Is it really fitting, the possessor being treated like those foreigners in their own ancestral land? This is a grave concern that needs immediate attention for the early political solution not to be less than sovereignty.

However, Kukiland, which is circumscribed as one amongst the colonial countries which is philosophically and technically still qualified to restore its lost sovereignty is encompassed by entitlement of the resolution adopted by the United Nation, no. 1514, under “Declaration of Independence to Colonial Countries” in 1960. Therefore, if India is willing to bring out the amicable solution the Kukis must be given their due rightful legitimate shares of separate and maximum autonomy under the living ‘Sharing of sovereignty guaranteed by the UNPFII; in a form of separate parliament, constitutional freedom, flag, currency, law, boundary, government, etc. under the protection of the constitution of India – which should be similar to the Irish Free State in the United Kingdom.

However, the Kukis had since the past qualified to reinvent their sovereignty certified by historical and linguistic demarcation recognised internationally as under: Kuki Country (Grierson, GA (1904) Linguistic Survey of India, Vol 111, Part 111) The Encyclopaedia Britannica (1962, vol xiii, 511) records, ‘Kuki, a name given to a group of tribes inhabiting both sides of the mountains dividing Assam and Bengal from Burma, south of the Namtaleik River.’

The territory inhabited by the Kuki tribes extends from the Naga Hills in the north down into the Sandoway District of Burma in the south; from Myittha River in the east, almost to the Bay of Bengal in the west. It is almost entirely filled up by hills and mountain ridges, separated by deep valleys. A great chain of mountains suddenly rises from the plains of Eastern Bengal, about 220 miles north of Calcutta, and stretches eastward in a broadening mass of spurs and ridges, called successively the Garo, Khasia, and Naga Hills.

The elevation of the highest point increases towards the east, from about 3,000 feet in the Garo Hills to 8,000 and 9,000 in the region of Manipur. This chain merges, in the east, into the spurs, which the Himalayas shoot out from the north of Assam towards the south. From here a great mass of mountain ridges starts southwards, enclosing the alluvial valley of Manipur, and thence spreads out westwards to the south of Sylhet.

It then runs almost due north and south, with cross-ridges of smaller elevation, through the districts known as the Chin Hills, the Lushai Hills, Hill Tipperah, and the Chittagong Hill Tracts. Farther south the mountainous region continues, through the Arakan Hill Tracts, and the Arakan Yoma, until it finally sinks into the sea at Cape Negrais, the total length of the range being some seven hundred miles.

The greatest elevation is found to the north of Manipur. Thence it gradually diminishes towards the south. Where the ridge enters the north of Arakan it again rises, with summit upwards of 8,000 feet high, and here a mass of spurs is thrown off in all directions. Towards the south the western off-shoots diminish in length, leaving a track of alluvial land between them and the sea, while in the north the eastern off-shoots of the Arakan Yoma run down to the banks of the Irrawaddy.

This vast mountainous region, from the Jaintia and Naga Hills in the north, is the home of the Kuki tribes. We find them, besides, in the valley of Manipur, and, in small settlements, in the Cachar Plains and Sylhet. Kukiland has been so far the most hated by neighbour country which is under neo-colonialism.

And Scheduled Tribe Modification Order 1956 artefact by India is one such depiction foot-print that can be tangibly stressed upon. 70 years back, under the leadership of the then venerated AZ Phizo, the Nagas had celebrated Nagas Independence day. Prior to this, the Kukis had completed the road of transformation from their age-old traditional sovereignty into modern democratic sovereignty under international political recognition. That of AZ Phizo’s ideology had ended in the historic Shillong Accord in 1975.

What then has made Thuingaleng Muivah to violates that agreement signed by both GoI and NNC which conspicuously had stated the end of Naga political movement? He (Thuingaleng Muivah) after denouncing those signees as traitors hijacked and squandered the Naga political problem in his stern control further seeking a political settlement at the cost of further breaking the already trifurcated Kuki independent Hill Country.

And this brazen attempt was in concomitantly instigated by Government of India by Signing the Naga Framework Agreement in 2015 without even seeking the consent of the landowners, the Kukis. The govt of India needs to cease promptly such venturing of canopy policy to conceal the living Kukis historical heritage corroborating the NSCN(IM) General Secretary Thuingaleng Muivah and its cahoots nefarious design to extort the Kukiland.

The Kukis had so far, did not disturb nor threaten on the sovereignty and integrity of Republic India. Instead, had helped her in its freedom struggle against the British colonial power through INA under the leadership of Netaji Subhas Chandra Bose. Hereby, we question today the Government of India, the following points:

1. On what ground the Kukis are to subjugated, their land usurped, and under what policy such as Naga heritage is to be established strenuously inside the sovereign Kukiland?
2. Doesn’t India violates and alter the internationally recognized Historical and Linguistics demarcation Rights of the Kukis?
3. Doesn’t India violates the universal declaration of human rights promulgated by the United Nation? Or is democratical rights of the Kukis strangulated?
4. Why are the Kukis being put under such a serfage and the world still remains a mere silent spectator conniving at? Who these Nagas are and what exactly are they for India?

This should be bear in mind that under the living international political philosophy well equipped with political qualifications which are historically and linguistically fulfilled by the Kukis, any form of political solutions sought in any forms in present India occupied Kukiland(IoK) shall always be invalidated and unfounded in nature.
