ILPS: Opening & Closing of Ideasr

The public convention organized by Joint Committee on Inner Line Permit System (JCILPS) on July 23 was one of the best ways to deliberate issues of public importance.
This kind of public discourse should be encouraged in the collective effort to seek a way out of the current stalemate on the issue of securing the rights to protect the indigenous people of the State.
The day-long deliberation while reiterating the stand of the JCILP also makes public both the strength and weaknesses of movements aimed at achieving projected ends.
This convention has reaffirmed what the JCILPS has been stating since the rejection of the Manipur Regulation of Visitors, Tenants and Migrant Workers Bill 2015.
The resolution adopted at the convention said that the State Government should take up steps to draft an acceptable Bill aimed at protecting the indigenous people by August 15.
It has been made clear that all the five points put up by the JCILPS should be incorporated into the Bill to be passed.
The JCILPS has also urged all to continue the mass movement till the Government passes the Bill acceptable to all.
The Committee said that ongoing stir should be intensified till the State Government gives a positive response to the resolution adopted by the public convention on July 23.
JCILPS is of the opinion that the response of the State Government on the resolution adopted at the public convention would adequately indicate whether the ruling dispensation is honest about taking up the correct approach in fulfilling people’s demand while exposing the state of its political will.
With such decisions and stand adopted by the JCILPS in a renewed and energized condition, the drafting committee constituted by the State Government will have to go extra mile and cross the self-generated mountain of hurdles.
This is precisely because even before the drafting committee was constituted, the Government seemed to have already infused the members with certain conditional mantras quite easily perceptible to the wisdom of the people.
The affirmation of the position by JCILPS has a lot to do with how the mass leaders and people had garnered adequate capability to read between the lines whenever the State Government pretends to open the dialogue while closing doors to key points raised.
