ILPS: Layers of Dynamics

Many believe that the primary difference between a public convention and a consultation with regard to a vital political issue is just the spatial constraints faced by both. This seemingly innocuous understanding is fraught with layers of dynamics.
The simplest of perceptible differences between the two is how certain politics of endorsement are legitimized – one through the open gaze and the other through the private stare.
The two need not consider the power of grasping the truth that comes in the guise of internalized sentiments based on fear and experience.
This understanding can be applied to the recent public convention organised by Joint Committee on Inner Line Permit System (JCILPS) and the series of ambiguous consultations organised by the Government between the newly constituted drafting committee and the eminent personalities including the lawyers’ fraternity.
All these while, one is not sure what has the committee actually gained through all these consultations when the JCILPS spearheading the agitation for implementation of ILPS in Manipur had publicly stated that the committee has not been formally invited to deliberate on the issue.
What has been noticeable so far has been the fact that the drafting committee despite its set agenda has so far not made a commitment to accept all the five points as demanded by the JCILPS.
The State Government also held an emergency cabinet meeting with the drafting committee to discuss the resolution adopted by the public convention organised by JCILPS on July 23.
However, not much has been made public on whether or not the Government is seriously considering inclusion of the points raised by the JCILPS.
The ambiguous and ambivalent position and the concealed game-plan of the Government have been actually responsible for the continuing distrust and further intensification of the ongoing agitation that have severely hit the valley districts of Manipur.
At least the JCILPS made it sure to put all its thoughts in the public realm while the Government seems to be lost in finding ways to incorporate the demands.
The Government seems to be pressured by a self-imposed restriction based on the constraints of the operational legal framework.
Along the way, the finer details of separating the legal component from the political core have been blurred rendering the current dispensation virtually helpless.
