CRAM: condemnation over police firing in Ukhrul

The Centre for Research and Advocacy, Manipur (CRAM) express our condemnation over the incident of police firing in Ukhrul Town on 30 August 2014, which has led to the loss of lives of two civilian and injury of several people during the protest against the prolonged imposition of Section 144 of Code of Criminal Procedure and to end militarization. CRAM expresses our condolence with all the victims of police firing and brutality unleashed on the denizens of Ukhrul.
The Manipur Police has long been embroiled in controversy in Manipur over its invovlement in series of extra judicial executions in Manipur, which claimed the lives of more than 1500 people, including the infamous case of the fake encounter killing of Chungkham Shanjit and Thockhom Rebina on 23 July 2009.
The barbaric practice of merciless extra legal executions by the Manipur police has already being confirmed by the Santosh Hedge Commission of the Supreme Court of India recently. The unfortunate incident at Ukhrul Town on 30 August is just an extensive of the barbarism and despotic rule unleashed by the law enforcing agencies of the Government of Manipur.
The Centre for Research and Advocacy, Manipur would like to urge upon the Government of Manipur to institute a judicial inquiry to identify those state forces involved in the firing and accord appropriate punishment to all those in involved in unleashing barbarism and brutality in Ukhrul.
CRAM would also like to urge upon the Government of Manipur to revoke the promulgation of all sections of CrPC in Ukhrul and to stop all forms of militarization in all indigenous peoples land and territories of Manipur. Repealing the draconian Armed Forces Special Powers Act, 1958, as demanding by human rights organization of Manipur and by several UN human rights bodies and mechanisms will be foremost act towards ending militarization in Manipur.
