Apparently peeved over the killing of Ningthoujam Binoy alias Khaiba of Keirenphabi by police commandos Thanga Kendra MLA Salam Ibohal has reminded all concerned that the manner in which the 28 year old was slain in cold blood is the first of its kind in the history of Manipur.
Condemning the elimination of Binoy moments after being released from Sajiwa jail on November 13 at Khurai Chairenthong area, the MLA demanded immediate resignation of the SPF Govt on moral ground.
Detailing circumstances leading to the incident, Ibohal disclosed that to bring home Binoy from Sajiwa, he (MLA) was approached to arrange a vehicle which he complied by hiring a Maruti van (MN01A/6619) owned and driven by one Ningthoujam Muhendra (46) of Uripok Kabrabam Leikai.
The vehicle occupants on that fateful day included Salam Rajen (41) of Khordak, Oinam Nilachandra (48) of Keirenphabi Mamang Leikai, Tongbram Shyam (39) of Thanga Tongbram Leikai and Salam Kameshore (30) of Keibul Awang Leikai.
The MLA also contended that when Binoy was returning home the police commandos stopped the van, isolated Binoy and made him to lie flat a few yards from the stoppage point before being killed while conveying that to protest the despicable act Keirenphabi public had been refraining from claiming the body.
Informing that he met Imphal West SP Clay Khongsai and Addl SP Th Radheshyam yesterday and returned after being told to secure release of the five other detained persons through bail today, Ibohal however said despite the police officials' intimation the five innocent persons were produced before the JMIC (IE) last evening and subsequently remanded to 10 days police custody.
Accusing the IPS officer (SP) of misleading an elected legislator which is akin to incompetence, the MLA suggested that the police officials rectify their conduct when there is still time.
He also conveyed of calling on the CM in-charge Th Debendra along with family members of the five detained persons this morning but stormed out of the meeting as the senior Minister cited helplessness on the situation.
The MLA was later assured by the DGP in-charge Sahid Ahmad to investigate the matter by a DIG ranked officer within 48 hours and based on the finding appropriate punitive action would be initiated if any misconduct is found.
He, however, expressed scepticism on such probe alleging that previous investigations conducted in Manipur had always ended inconclusively.
Condemning the incident and dismissing as concocted police version of Binoy being killed to prevent the bail-out UG cadre from snatching weapon, Ibohal opined that SPF Govt had failed miserably in on the law and order perspective.
Observing that civil society organisations need to raise their voices against the killing as such opposition would morally support Irom Chanu Sharmila's cause for repealing AFSPA, the Thanga representative also demanded initiation of a Judicial inquiry into the incident and furnish the finding without any delay.
The victim's legal counsel Laishram Joykumar also joined the interaction with media persons and detailed on detention of Binoy under NSA and subsequent release from jail after nine other FIR cases against him had been scrapped.
Joykumar contended that on their way back from Sajiwa Jail he and a jail staff followed the Van on two wheelers and saw two persons in civilian clothes trying to stop the Van which was not reciprocated.
Soon after the commando team stopped the vehicle at Chairenthong but the legal counsel and jail staff proceeded ahead as they were not asked to stop.
On seeing that Van was not moving, the two waited for sometime before hearing gunshot and the Van speeding away from the scene with two uniformed personnel on the rear seat.
As he followed the vehicle drive into the commando complex located at near Minuthong still unaware that Binoy was no more alive.
Perceiving that the commandos might have impounded the Van, Joykumar informed to matter to Binoy's family members.
With Imphal East police also unable to provide information on the matter, the fact that Binoy had been killed was realised only at around 9 pm that day, narrated Joykumar.
Stating that the remaining vehicle occupants were traced at Imphal East police station, the legal counsel further revealed of Lamlai police having registered a case against the five on charges of being associated with an UG organisation.
