The Manipur Legislative Assembly Speaker has appointed Y Surchandra, one of the members of the Committee on Estimates as Chairman of the said Committee in place of E Dwijamani with immediate effect for the period of financial year ending March 1 next year, informed a release issued by Assembly Secretary T Joute.
