Imphal, January 14 2010: The Government of Manipur has not yet decided on the status to be accorded to members of Manipur Human Rights Commission (MHRC).

Yet, the State Cabinet has discussed the matter.

This was stated by Chief Minister Okram Ibobi in response to a query put up by MLA RK Anand of MPP during question hour today.

Informing the House that the State Cabinet has discussed the status to be accorded to MHRC members, Ibobi said that due procedure would be initiated to issue necessary orders.

As the posts of the Commission's officers and staff have not been created yet, the Commission has been functioning with staff from other Departments.

The Chief Minister assured that necessary works would be taken up to make up all shortages existing in MHRC.

Law and Legislative Affairs Minister Th Debendra said that each member of the Commission is being given Rs 16,000 per month as honorarium.

In case, the members happen to be pensioners, their monthly honorarium would be minus their monthly pension amount.

Efforts are on to appoint a permanent secretary and also to induct a police officer of the rank of IGP in MHRC, Debendra said.

Responding to another query put up by MLA L Nandakumar, Chief Minister O Ibobi, who is also in charge of Home Department, said that 9525 FIR cases were registered between January 1, 2005 and December 31, 2009 .

During this period, 3743 FIR cases were registered in Imphal East police station.

Out of these, charge-sheets were framed in 185 cases while 1783 FIRs were submitted to Court.

Another 1775 FIRs are under process of investigation.

Bishnupur District police registered 2209 FIR cases.

While charge-sheets have been framed in 52 cases, reports of 1089 FIR cases have been submitted to Court.

1068 cases are under investigation.

Out of 3573 FIRs registered in Thoubal District police, charge-sheets were framed in 15 cases.

Reports of 556 cases have been submitted to Court as another 3002 FIRs are under investigation.

In response to a question raised by MLA N Mangi of CPI, PHE Minister TN Haokip declared that the Kumbi Water Supply Scheme would be commissioned by July this year.

Pombikhok and Watha Lambi Shantipur Water Supply Scheme would be commissioned by March this year.

The Ithai Water Supply Scheme would also be inaugurated by June this year, TN Haokip informed the House.

Claiming that Kumbi Laingou Water Supply Scheme is functioning fully, he said that plans are afoot to revive the Chingsing Wangoo Water Supply Scheme by March this year.

Even as there is a problem of manpower shortage in Kumbi Laingou Water Supply Scheme, the Department has been working to constitute a village water and sanitation committee so that the scheme can function on its own, TN Haokip said.

Education Minister L Jayantakumar said that nine schools were recently upgraded to the level of High Secondary schools.

However, there is no sanctioned post to recruit Principals, Vice-Principals, Lecturers and Laboratory Assistants for these schools, said Jayantakumar in response to MLA Wungnaoshang Keishing.

The Education Minister further assured that he would see that Manipuri subject is opened in Phungyar Higher Secondary School.

Replying to a question put up by MLA Dr Khasim Ruivah, TD Minister DD Thaisii clarified that all employees of Autonomous District Councils are cadre employees of the Councils.

Nevertheless, they may be sent on deputation if the need arises.

District Council employees are being given all benefits entitled to them under the Manipur Hill Areas Rule, he added.
