All India Students' Federation (AISF), Manipur State Council has threatened to launch an intense democratic agitation against the Government if it fails to appoint a full time Secretary and Chairperson of the Board of Secondary Education, Manipur at the earliest possible.
Announcing this during a press conference at Irabot Bhavan here today, secretary of AISF Manipur State Council Kh Inaobi Meetei asserted that L Ibempishak Devi who is currently in charge of the post of Chairperson and L Rajmohan who is the Secretary in-charge are candidates who do not fulfil the laid down RRs.
It is due to appointment of unqualified persons and handing over the charges of the important posts to candidates who do not fulfil the RRs that the Board has come to its present sorry state.
AISF Manipur State Council is seriously concerned about the failure of the State Government to take note and take up necessary measures to clean up the rot in the Board, Inaobi lamented.
Negligence and indifferent attitude of the Government in the functioning of the Board has today reduced it to an office runs by unqualified people who are short of the RRs, he charged, while contending that appointment of Ibempishak Devi who was earlier the principal of the DM College as the chairperson in-charge is in violation of the laid down RRs of the Board.
Moreover, L Rajmohan, who is in charge of the Secretary of Board today is a person against whom a case has been filed by the State Vigilance Commission.
Although he joined the Board as an OSD, the post was later converted into that of Research Assistant and finally promoted to the post of Examination Controller on in-charge basis without conducting any DPC.
Finally he was appointed as the Secretary in-charge of the Board by issuing an order by the Education (S) Commission S Budhachandra on September 26 last year, Inaobi said.
He further pointed out that in accordance to the RRs of the Board, the required qualification for the post of the Secretary is Graduate Second Class Honours.
But Rajmohan is only Graduate Third Class Honours.
The State Vigilance Commission has already filed a case against him in this connection and given recommendation to the Education (S) Commissioner on March 13 this year for removing Rajmohan from the post of the Secretary in-charge and demoted to him to the post of OSD through which he had originally joined the services of the Board.
But unfortunately, the recommendation of the Vigilance is being kept sidelined by the Government till today.
The State Government should not indulge in such thing which is against the interest of the State, he said, adding that AISF would give befitting reply to the Government if it continues with such indulges.
So, the State Government should make necessary arrangements for appointment of a full time chairperson and Secretary of the Board at the earliest possible.
Otherwise, AISF, Manipur State Council would be constraint to launch various intense democratic form of agitation against the Government, Inaobi warned.
