With the HSSLC and HSLC examination scheduled to start from March 1 and 2 respectively, the proscribed KYKL has laid down certain guidelines under its Operation New Kangleipak for all to follow during the examinations.
The HSSLC exam will be held till April 1 while the HSLC exam will wind up on March 27.In a statement, the outfit today said that during the examination period (ie from March till April 1), there should be no bandhs, blockades or general strikes.
Other than candidates, teachers and officials on duty, not more than three persons will be allowed to gather within 50 metres of each examination centre, said the outfit and added that note pushers, note preparations and meetings will not be allowed near the exam halls.
The Special Task Force of the ONK has been given the license to open fire at anyone who violates the guidelines laid down.
To ensure that the two examinations pass off well without any hitches, the officials of the BSEM, CHSEM, OCs of examination centres have been asked to dispense with their duties sincerely.
Anyone found not discharging their duties faithfully will be punished accordingly.
The punishment will range from imposition of fines to forced retirement.
Candidates who resort to unfair means will be barred from appearing in any examination for five years.
In a stern tone, the outfit also said that if anyone is found intimidating, threatening with revenge, assaulting or inciting anyone against officials of the board, OCs, invigilators for carrying out their duties then stern punishment would be awarded.
The punishment will range from barring them from appearing in any examination for five years to capital punishment.
If any teacher is targeted for catching candidates using unfair means, then the attacker will be taken as enemy of the society, said KYKL and added that giving capital punishment to such elements should not be taken as extreme action.
The KYKL also appealed to the Civil Society organisations and others to extend their co-operation so that the examinations are held in the true spirit with no room for using any unfair means.
The statement further said that KYKL was constrained to launch its ONK as education is the only means to tap human resources, which is a product of knowledge capital and social capital.
Only a sound education system can equip the people of Manipur to compete with the best and with the Asian Highway and Trans-Asian Railway in the offing, the only way the people can reap these benefits is from education.
Today the world is talking about the IT revolution, Nanotechnology and biotechnology.
The people of Manipur may not be able to rise to the challenge of Nanotechnology at the moment but the benefits of Information Technology and Biotechnology can be utilised to the fullest and this can come about only when the education system is ready to produce students with brains and intellect, said the outfit.
After the 1970s the education system in Manipur has gone to the dogs, said KYKL and added that quite a large number of students who passed the BE entrance examination had to return home as they could not follow the course being taught.
Likewise a number of students who had passed their BA could not follow and understand the LLB course they had taken up outside and had to return home.
This system has to be changed, if the people are to take advantage of the new opportunities where only a certificate will not suffice, said the statement.
Examination is a part and parcel of the education system.
The success and failure of a student is calculated on the basis of his/her performance in the examination and since no one wanted to fail, including the candidates, their parents, their teachers and the Headmasters/Principals, any means was taken up and using unfair means in the examination became the practice, said KYKL.
As long as the culture of copying in the examination continues, education will have no meaning and as such the time has come to stop all forms of cheating inside the examination hall, said KYKL.
