The State Government has adopted necessary measures to execute an action plan to curb modification of land records by the lower staffers in the Revenue Department.
The arrangement has been made following doubts on whether some of the lower staffers have tampered with the land records without the knowledge of the higher officials of the Department.
As part of the proposed action plan, the Land Resources Department of the Union Ministry of Rural Development has given the green signal to provide requisite fund for computerizing land records of five districts of the State, namely the four valley districts and Churachandpur, disclosed a reliable source.
Following the fund assurance the State Government has also submitted a project proposal in this regard some two weeks back, the source added.
Under the plan, two computer sets would be installed in 21 offices of the SDOs besides providing the interest facilities.
With the help of these computers which would have Local Area Network (LAN) facilities, any commoner can have access to the land records, the source said adding that efforts would also be made for extending Wide Area Network (WAN) facilities during the current financial year 2005-06.While noting that the possibility of tampering land records is very high if registration of the land records is done manually, the source said the work for computerization of the land records has been taken up.
Although efforts are on to get Rs 9.36 crores from the Centre for the purpose, the State Planning Department has been instructed to provide Additional Plan allocation, in case the Centre does not release the said amount so that the plan could be implemented within the current financial year, added the source.
The source further disclosed of the State Government setting up a three-member Circle Level Committee of Officers to monitor whether the land records are being preserved properly or not from time to time.
The three members are SDO concerned or his/her nominee, Assistant Settlement and Land Survey Officer (AS & SO) and one State nominee.
If the Committee performs its duty sincerely there would be no room for manipulating land records.
