Along with urging the State Government for earmarking specific and adequate fund to meet the prevention strategies, investigation, staff salaries and other incentives, various recommendations have been adopted during a workshop organised jointly by USERS Manipur and AMADA at State Guest House here today.
The day-long dissemination workshop on study of findings of NGOs running de-addiction centres in Manipur further requested the State Government to recommend the NGO proposal for grant-in-aid of drug prevention within one month of the submission of the proposal.
Other recommendations include to ensure that the funds released by the Ministry of Social Justice and Empowerment are not misappropriated by the deaddiction centres; to make treatment, care and service facilities more user-friendly, to fix Rs 1500 as mess fee in all the treatment centres and doing away with the security deposit, to review the existing treatment model based on the trends, patterns and contextual situation of the State and to include a competent person from the drug user background in the programme design and its implementation of drug prevention and control programme.
The workshop moderated by former Health Director Ch Chandramani further recommended that NGO workers should mobilise resources to sustain fund needed for staff salary and NGOs partners and FINGODAP should look into the minimum standard of services prescribed by the Ministry of Social Justice and Empowerment.
To request all the centres to include HIV/AIDS and other related social developmental issues in their input session, initiation of vocational and income generation programmes through network and referral, to make the service of part time doctors available regular and consistently, to pursue the Ministry of Social Justice and Empowerment to consider the issue of drug use and pattern and accordingly review treatment model and training module as well, displaying of rights and duties of drug users as per the guidelines by all NGOs running de-addiction centres, etc are also among the recommendations adopted during the workshop.
The recommendation further said that the overall findings other than the resolved points of the study report should be discussed by the NGOs at the initiation of FINGODAP Manipur Chapter within September 2007.The workshop concluded on the final note that the recommendations would be forwarded to the Ministry concerned and Government authorities in pursuit of transforming the same into action within one month from today.
