ADCs not happy with RMSA work

Imphal, May 08 2011: Autonomous District Councils (ADCs) have expressed certain reservation over the manner in which 364 UJB schools under ADCs were upgraded and subsequent initiative of the Government to appoint teachers for the upgraded schools under Rashtriya Madhyamik Siksha Abhiyan (RMSA) .

Speaking to The Sangai Express, an ADC Chairman said that the Government never consulted the ADCs before the UJB schools were upgraded.

Not only about schools, the ADC Members are more knowledgeable about ground reality of all other things in hill areas.

If the Government was upgrading schools, it should have consulted the ADCs, the Chairman said.

This has resulted in upgradation of schools which have very few students to the range of just 15-20 students, he decried.

When the ADC Members have been already saddened by the manner in which the UJB schools were upgraded, the Government's decision to appoint only MEd and BEd certificate holders for the upgraded post and not to implement the hundred point roaster system was unacceptable to the ADC Members.

There are very few people who have completed MEd and BEd courses in hill areas.

The number of MEd and BEd certificate holders is limited in the valley area too.

This is an open act of trcikery by the RMSA Director towards tribal people of hill areas, the Chairman alleged.

He further informed that construction work of 600 schools in hill areas under Autonomous District Councils would be started from the last week of May.

The estimated cost for each of these school is Rs 40 lakhs.

Out of these 600 schools, 300 would be constructed with funding from NABARD and the remaining half from NLCPR fund.

The initiative to build 300 schools with loan from NABARD is under process.

The matter can be finalised next month.

As for the other 300 schools to be constructed with NLCPR fund, the required amount has been already released and the same deposited in the Government's account 88449 .

Construction work would begin from next week, he said.

Pending salaries up to March for all employees including teachers under ADCs would be disbursed from tomorrow (May 8) in the pay scales recommended by the 6th Central Pay Commission, he added.
