Following the failure of the authority concerned to furnish the employees list as per the All Manipur Government Employees' Lists in different Government departments under 671 DDOs, employees of many Government Departments have not been paid their salaries for the last three months.
Talking to The Sangai Express a reliable source informed that in February this year Chief Secretary Jarnail Singh instructed all the HoDs to submit the list of employees, their place of postings, and other details to the NIC and State Finance Department.
However most of the HoDs have not been able to submit the relevant files stalling the pay of the employees for the last three months.
The Chief Secretary had also issued strict instructions that employees posted in departments other their own should return to their parent departments.
The total number of DDOs in the State Government is 979.Till date the number of DDOs which have been able to submit the required documents is 308.The departments which are yet unable to furnish the employees lists include Education (S), PWD, PHED, Power Department, Agriculture and Horticulture Department.
On June 24, Chief Secretary reiterated his earlier instructions that all employees should return to their parent departments.
At the moment there are more employees than the sanctioned posts in Imphal East and West and transferring such employees to where there is no sanctioned posts require the concurrence of the Finance Department and the approval of the State Cabinet.
Transferring any employee without the sanctioned post and sans the approval of the Cabinet can invite penalty, said the source.
The Chief Secretary also made it clear that if the pay from May onwards is released to any employee who is posted without the sanctioned post then the DDOs and HoDs concerned will be pulled up under the Manipur Public Servant Liabilities Act 2006.If any salary has been paid then the DDO concerned should repay the money and will not be accounted in the State Account.
