The 13th Finance Commission would be submitting a report on the non-plan amount of Manipur for the next five years to the Ministry of Finance on December 31 .
The State Government has been proposing inclusion of the required amount for providing the recommendations of the 6th Pay Commission to State Government employees including Home Department and other employees appointed newly, in the non-plan amount, said a source in Finance Department.
Annual non-plan expenditure of the State was more than Rs 2000 crores.
It is estimated that non-plan expenditure for the current fiscal of 2009-10 would reach Rs 2300 crores.
However, considering the slow pace of utilising plan amount coupled with the meagre resources of the State Government, it remains doubtful whether the amount proposed by the State Government to the 13th Finance Commission would be approved.
Notably, non-plan amounts for different States are fixed and given consent after considering resources of each State.
As the State Government has little resources, non-plan amounts of Manipur were hiked from time to time at the request of the State Government.
At present, the State Government has no money to pay salaries of employees working in Home and Education Department as well as those employees appointed newly.
Still, the Government is making necessary process to appoint around 10,000 people in Home Department alone, said the source.
Even as due proposal has been made to the 13th Finance Commission for payment of salaries to the new employees who would be appointed soon, it remains a big question what would the State Government do in case the 13th Finance Commission declines its proposal.
The State Government should have studied first what it should do in the event of the 13th Finance Commission declining its proposal.
But the State Government has been treating the matter with an attitude of let it pass, making adjustments from time to time, added the source.
