Imphal, August 21:
Observing non-maintenance of proper quality in the ongoing construction works of multipurpose halls in Thambalmarik College, Nambol Oinam and Standard College, Kongba taken up under NLCPR, DESAM has ceased the construction works.
Under its campaign to check quality in the ongoing construction work of educational institutions, DESAM volunteers visited Thambalmarik College and Standard College today and inspected the academic blocks, hostels and multipurpose halls being built there.
During the inspection of the buildings accompanied by Thambalmarik College Principal I Angouba and Standard College Principal S Ibomcha, it was observed that the buildings were constructed without maintaining quality.

The multipurpose halls built in the two colleges under the supervision of Education Department's engineering cell at the cost of Rs 30.35 lakhs each were found constructed against the instruction of the architects concerned.
The steel rods used in the buildings were found to be smaller and the proportion of sand-cement was also found incompatible.
Moreover, on certain portions of the building, the walls were found slanting.
On observing such slacks, the enraged college students and union representatives vandalised the newly constructed buildings.
On the other hand, taking serious note of the poor quality in the constructions of the buildings, which endangers safety of students, DESAM has ceased the construction works in the two colleges.
In addition, the DESAM volunteers observed lack of quality in the staff rooms, class rooms and hostels constructed in the two colleges.
Cracks developing on the floor of these buildings and non-completion of partition walls were also visible.
The defective building portions should be re-built anew within a month besides constructing the remaining walls, DESAM demanded.
The inspection team led by DESAM education secretary A Thoithoi also inspected the newly inaugurated buildings of LMS Law College.
There too, the team observed cracks on the floors of the academic block and hostel.
They urged upon the authority concerned to repair the defects within a month.
Observing the deteriorated condition of the multipurpose hall of LMS Law College which was inaugurated before being completed, DESAM has drawn attention of the Vigilance Department to inquire as to how the building was inaugurated before its construction was complete.
It also appealed to the Vigilance Department to investigate into the reported withdrawal of bill amounting to Rs 2 lakhs sanctioned for construction of overhead and underground water tanks and court rooms without executing the work.
